SUMMARY:Administers Division of Finance and Procurement objectives by assessing, developing, and implementing business and financial management functions, including financial management, budgetary planning and analysis, and related activities. Assesses financial process and procedural needs and makes recommendations for system enhancements.RESPONSIBILITIES:Researches statistical and financial data, develops and prepares computerized statistical and financial models for analysis, and prepares reports summarizing information for use by the senior management to assist in decision-making, support public policy, and resolve federal audit questions or findings. Works directly with division administration to plan, prepare, and develop the budgets and, as requested, defend the budget before superiors, public bodies, and legislative committees to obtain necessary fiscal resources to achieve approved goals and objectives. Establishes internal controls and operational analysis procedures to monitor expenses and revenue. Evaluates financial systems and processes to ensure regulatory compliance, identify opportunities for efficiencies, and ensure stakeholder business needs are met. Participates in the annual closing process in accordance with Department of Administrative Services instructions to ensure compliance with year-end requirements. Reviews and investigates financial and business management issues in order to make recommendations and acts upon chosen solutions. Provides recommendations to the senior management to solve business management problems and improve procedures. Plans and coordinates all aspects of business management functions in order to ensure compliance with state, department and division objectives and requirements, providing interpretation of federal and state laws and accounting standards. Plans, prepares and presents submittals for Fiscal Committee and Governor and Council action. Participates in various Department-level, inter-agency committees for long-range planning, formulation of goals, objectives, policies and procedures on finance, business management, technology initiatives, and related information. Maintains and effectively utilizes an up-to-date knowledge of Administrative Rules relating to all business and administrative functions such as budgetary, purchasing, and federal regulations, and communicates these rules to supervisors to ensure compliance and accurate operating procedures. MINIMUM QUALIFICATIONS:Education: Masters degree from a recognized college or university with a major in accounting, public administration, or business administration.Experience: Six years of professional experience in accounting or business administration involving fiscal management, including three years of supervisory or administrative experience.
