SUMMARY:

Develops and monitors administrative and office management procedures, including reviewing staff assignments for administrative support staff assigned to the Division of Economic Stability (DES), Bureau of Family Assistance Field Operations. This position reports to the Bureau of Family Assistance Field Operations Bureau Chief.

MINIMUM QUALIFICATIONS:

Education:Associates degree from a recognized college or technical institute with a major study in accounting, business administration, or public administration. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience:Five years experience in varied office management or staff work including experience in personnel or fiscal management. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification:None required.

RESPONSIBILITIES:

Analyzes, develops, implements, and monitors office management procedures, work methods, and best practices to ensure administrative and clerical support assistance provided to the DES,Bureau of Family Assistance Field Operations, and staff meet work standards and timeframes. Includes supervision of all support functions including scheduling meetings, taking meeting minutes, assisting with completing new hire packets, preparing/reviewing correspondence, filing, data and records maintenance, maintaining Governor and Council requests, and supply request process.

Coordinates a variety of fiscal and office management operations functions, under the direction of the DES Finance Manager, requiring research in New HEIGHTS and a variety of other data sources; collecting, reviewing, and summarizing data; and developing reports for use by management. Includes generating the report reflecting the value of benefits issued by each eligibility worker; generating a report of benefits issued via Electronic Benefits Transfer; tracking of employment and training services expenditures via the automated payment system, BRIDGES, to ensure budgets are not exceeded; and collecting data and generating an AFDC/TANF Reconciliation report to reflect recoupments and repayments of benefits issued.

Coordinates and oversees major DES communication and general business procedures including generating Supervisory Releases; Divisions web liaison; systems and file access coordinator; incident reporting and new hire process coordinator; and point-of-contact for all administrative office equipment failures. Coordinates all workspace relocations for State Office staff including consensus building among all impacted individuals. Provides support and process clarification for all BFA locations in a range of business and operational areas including human resources procedures, required forms, and timeframes; communications formats and processes; supply ordering requirements and process; equipment mai tenance; and technical matters.

Coordinates and supervises a variety of personnel and business management functions requiring research, summarizing data, and generating reports including the over-time report generated for accuracy and timeliness to ensure proper cost allocation; overseeing the Human Resource change form process and submittals; and the DES personnel database including the monthly manifest, weekly vacancy reports, and organizational chart.

Codes invoices, as assigned, using accurate appropriation codes and job numbers, to ensure budgets are not exceeded and payments to vendors are processed timely.Coordinates the supply order process for the Supply Tracking System database including overseeing the data input, and routing to Finance for coding and submittal.

Analyzes training needs of bureau staff and develops alternative methods for ensuring training supports are provided as required. May require one-on-one or unit training, the development of procedural manuals or other work process aids, and/or referral to more formal training programs.

Coordinates and oversees special projects and initiatives requiring plan development, implementation, and review. Requires communications with other divisions including Finance, Office of the Commissioner, and Bureau of Human Resources; community agencies and other stakeholders; and private employers.

Participates in the Bureau Management Team meetings at times and may be responsible for taking meeting minutes, communicating operational issues, presenting information for management-level decisions, and providing recommendations to ensure effective administrative and office management support.
