About the Position: Serve as a Marine Cargo Specialist at Military Ocean Terminal, Concord, CA responsible for cargo stowage planning, overseeing/monitoring, stowing and loading. Assignments cover a variety of terminal locations and pertain to a number of ships operating on different schedules. Responsibilities Perform complex cargo stowage planning, overseeing/monitoring for the stowing and loading, planning and discharge of cargo including hazardous cargo aboard vessels; and terminal operations in direct support of loading or discharge operations. Provide technical advice, guidance and instructions to nontechnical specialist concerning difficult assignments and problems encountered to assure successful execution of functions. Inspect ships' cargo holds for required cleanliness and conditions prior to and after loading/discharge operations and ensures correction of inadequacies. Inspect to assure that full consideration is given to type and compatibility of cargo stowed and ensures that cargo is loaded for ease of discharge and in the proper rotation for ports of discharge. Oversee contractor operations in physical loading, stowage, trimming and discharge of cargo. Coordinate and make determinations concerning a number of operations simultaneously occurring involving different ships, and locations of cargo. Assure proper stowage of classified and security cargo and obtains authorized signatures as required. Apply a thorough knowledge of stevedore contract, CFR 49, and International Maritime Dangerous Goods Code to assure proper planning and stowage compatibility on board vessels. Specialized Experience: One year of specialized experience which includes planning and executing marine cargo operations to include preparing preliminary cargo stowage plans and making necessary corrections/changes, vessel loading and offloading, and port staging in support of exercises and mission and contingencies operations for military cargo in deploying/redeploying through military and commercial ports. This experience must have involved vessels of at least 5,000 dead-weight tons. It must also clearly show a comprehensive knowledge of marine rules and regulations and the ability to plan, direct, organize, and coordinate cargo handling activities; to interpret and apply policies; to investigate operations and practices and resolve problems; and to establish and maintain effective work relationships. Experience in layout planning, ship-loading, and cargo handling may have been gained during such seagoing and marine terminal assignments as service in the U.S. Navy as a cargo officer, similar service in the Merchant Marines, or employment by commercial steamship lines. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
