IGH is seeking a qualified, trained and capable individual to serve as the Regional Lead Employment Specialist within the Ohio National Guard's Employment Enhancement Program. The Regional Lead Employment Specialist will provide leadership to the team of Employment Specialists supporting Soldiers, Airmen, and their families, using broad-based knowledge, experience and skills in the areas of military personnel and human resource matters, especially as they relate to balancing civilian employment with military service in the Ohio National Guard. The Regional Lead Employment Specialist will represent the interest of the Ohio National Guard, the Adjutant General's office, Guardsmen, dependents and employers by matching employer hiring needs with the skills, knowledge and training invested in Ohio National Guardsmen. The successful Regional Lead Employment Specialist will provide training and oversight of team, coordinate with Program Manager (PM) while connecting service members with military friendly employers.

Mission

The purpose of the Ohio National Guard Employment Enhancement Program is to provide employment opportunities and career options to members of the Ohio National Guard and other Reserve Components, while working with the Employer Support of the Guard and Reserve Program Support Specialist. The objective of this requirement is to provide Employment Specialists throughout the state of Ohio, and to provide technical support to managers, supervisors, members of the National Guard and other Reserve Components, and their dependents as to the benefits and entitlements available through the Employment Enhancement Program and to ensure standardization and continuity of service.

Position Requirements

Major Responsibilities (not all inclusive):

The Lead Employment Specialist performs all duties of an Employment Specialist (EC) and represents the PM in his/her absence.

Employment Specialist duties include:

  • Provide support services including counseling, training and assisting with job searches, interview skills and resume preparation.

  • Follow-up and track progress, documenting contact with each client.

  • Provide employment opportunities and career options by coordinating the availability of local, state and federal employment resources, and actively referring service members.

  • Provide training, instruction, and assistance on topics including job search strategies, resume writing and interviewing techniques.

  • Contact unit leadership to schedule and conduct briefings at Guard and Reserve units, advising service members of services provided, gathering employment data and registering individuals interested in receiving assistance.

  • Develop, plan and conduct employer outreach, maintaining active communication, developing new relationships, solidifying existing relationships and documenting activities.

  • Act as the POC for planning activities and referrals for employment.

  • Maintain database of clients (job seekers), employers and units, track communication, referrals, job leads, placements, and other assistance provided.

  • Foster and manage a teamwork collaboration effort with ESGR representatives.

  • Attend Community Events such as Job Fairs and Specialty Events (3 to 4 per month), Yellow Ribbon Reintegration (YRRP) Events (3 to 6 per year), and other ESGR Events (2 to 4 per year).

  • Create reports to summarize briefings, trainings, events, activities, taskings and email campaigns.

  • Weekend work may be required in support of Guard and Reserve drill weekends. Weekend work will be offset by irregular work schedules during the week to ensure 40 hours of work each week. Work schedules will be arranged in accordance with the needs of the units.

Additional Lead responsibilities include:

  • Oversee and maintain database management program (currently in Access).

  • Gather and analyze employment data to generate unemployment and underemployment statistics both monthly and annually.

  • Conduct Customer Satisfaction Surveys – review questionnaires, collect data and analyze to determine customer satisfaction and any necessary changes to improve services provided.

  • Develop and maintain an effective Quality Control Plan to ensure services are performed in accordance with the PWS.

  • Analyze team performance, determining best practices, monitoring KPIs, and developing and implementing plans for improvement.

  • Create and execute Social Media and Marketing plans.

  • Update literature and briefing materials including territory map, handouts, sign-up sheets, and PowerPoint presentations.

  • Attend and provide ESP update at ESGR Executive Committee (EXCOM) Meeting and Annual Planning and Awards Meeting (APAM).

  • Perform trend and change analysis, identify problem areas, develop recommendations and implement changes.

  • Conduct scheduled conference calls with team and corporate office, recording minutes for each.

  • Create and submit Monthly Progress Report, including a summary of each EC’s monthly activities and accomplishments.

  • Perform HR related functions including tracking and approving time sheets, PTO, travel, and required trainings, and maintain staffing according to PWS.

  • Other duties as assigned.

Skills and Experience

  • Education: BA/BS required.

  • 5-10 years of military experience required including program management lead position. A broad knowledge, experience, and skills in the areas of military personnel, and human resources, especially as they relate to balancing civilian life with military service. Must also demonstrate a working knowledge of all ESP activities and services.

  • 1-3 years’ experience in employment assistance, recruiting, or HR management. Prior case management experience or experience with employment services programs, personnel management or human resource experience; Knowledge of Guard and Reserve Component logistics and maintenance programs, operations, automation systems, regulations, policies, SOPs and deployment cycles.

  • Implement plans, initiatives and programs designed to generate stakeholder support for service member/Veteran/family member’s employment and career placement.

  • Works with Federal, state, local (public/private) programs and service to prepare clients for job

  • and career opportunities.

  • Provides reports, assessments, and recommendations to the FRWS, Transition Assistance Program (TAP), and Employer Support Program on all areas of employment awareness, placement, and services.

  • Proficiency in using Microsoft Offic
