Definition

Under direct supervision, this full-time Occupational Health & Safety Officer will coordinate, develop, and implement initiatives for the Safety, Industrial Hygiene and Health programs for the Department of Public Utilities. This position will manage assigned staff and ensure all department and division safety incidents, investigations, requests, and observations comply with applicable health and safety regulations, standards, and best work practices. Additionally, the selected candidate will oversee the City’s injury leave program and worker’s compensation claims for the department, provide safety oversight and input for construction and renovation projects, organize and conduct safety meetings and safety committees, and represent the department on all safety related matters.

Under general direction, is responsible for coordinating the occupational safety and health program for a large department or multiple, smaller departments; performs related duties as required.

Examples of Work

Supervises assigned staff including safety personnel such as hygienists, managers, analysts, and/or technicians; to include signing performance evaluations, approving leave, and recommending disciplinary actions;

Oversees the administration of the City’s injury leave program and workers’ compensation claims within assigned department; tracks and reports the department’s performance in the Bureau of Workers’ Compensation (BWC) rebate programs;

Evaluates injury leave and workers’ compensation data to identify departmental injury trends, risks, and rates of incidence in different work units;

Coordinates and oversees transitional work programs for assigned department;

Ensures compliance of City, State, and Federal occupational safety regulatory standards; ensures timely submittals of regulatory documents;

Identifies the department’s accident, legal, and regulatory losses; meets with divisions to identify and discuss causes and make corrective recommendations for prevention of accidents as well as legal and regulatory losses;

Ensures uniform timely reporting procedures whereby the divisions can prepare and maintain records of near miss, accident and incidents, and other pertinent information relating to job-connected accidents and incidents, injuries, fatalities, or occupational diseases;

Compiles accident and injury related data obtained from departments and divisions; prepares annual and periodic reports summarizing the safety status of the department;

Ensure all department and division safety incident investigations, safety requests, safety observations, compliance audits, and inspections are performed in a timely manner, appropriately documented, routinely performed if applicable, corrective measures assigned to responsible person(s), items tracked to completion, and communicated to appropriate division(s);

Assesses the safety orientation and training needs by conferring with division officials and occupational safety and health staff; assists in the development of appropriate safety training programs, and coordinates safety-related training programs of assigned department(s);

Coordinates industrial hygiene related programs; ensures tracking and maintenance of databases; ensures timely notifications, consulting service contracts, and laboratory services are completed;

Ensures departmental and division occupational safety and health compliance audits/inspections and safety observations are routinely performed; ensures timely documentation, tracking, and communication of all results and corrective measures;

Investigates, recommends, and assists in the implementation of uniform and consistent solutions to Citywide safety and risk management problems upon the request of the Department of Human Resources;

Plans, organizes, and conducts department safety meetings and safety committees;

Develops and coordinates disaster plans and guidelines for minimizing losses and injuries in an emergency (fire, tornado, chemical, confined space entry, injuries, etc.);

Participates in professional activities to remain knowledgeable of current safety and safety training related developments, uses, and regulations, and maintains applicable job-related certifications and/or licenses (i.e., lead hazard evaluation specialist, asbestos hazard evaluation specialist).

Minimum Qualifications

Possession of a bachelor's degree and four (4) years of professional experience developing and/or managing occupational safety programming. Substitution(s): A master's degree in Occupational Safety, Industrial Hygiene, or a related field may be substituted for one (1) year of the required experience.

OR

Possession of certification as a Safety Professional (CSP) awarded by the Board of Certified Safety Professionals (BCSP), possession of certification as an Industrial Hygienist (CIH) awarded by the American Board of Industrial Hygienists (ABIH), or other comparable certification in the field of occupational health or safetyANDtwo (2) years of professional experience developing and/or managing occupational safety programming.

Possession of a valid motor vehicle operator's license.
