Definition

Preferred Experience: Attorney or legal experience preferred.

Comprehensive knowledge of rules and regulations of City ordinances and City Codes; thorough knowledge of public administration and management practices and principles; considerable knowledge of research techniques involved in planning, composing, and editing reports and other publications involving the gathering and processing of original and secondary data; ability to write and speak effectively; ability to prepare comprehensive reports; ability to plan, coordinate, and direct the work of others; ability to establish and maintain effective working relationships with others; ability to supervise others.

Under administrative direction, is responsible for assisting in directing the activities of departmental divisions/sections, assisting in the formulation of departmental policy, and serving as a liaison between the Office of the Mayor, City Council, department directors, and administrators; performs related duties as required.

Examples of Work

(Any one position may not include all of the duties listed, nor do the examples cover all of the duties that may be performed.)

  • Participates in the formulation of departmental policies and assists in the implementation of departmental policies;

  • Participates in the alteration of existing City Code and creation of new codes as applicable;

  • Land acquisition and easement communication with City Real Estate and City Attorney’s office;

  • Review and update construction contracts working with the City Attorney’s office as needed;

  • Review and update service agreements working with the City Attorney’s office as needed;

  • Review existing, and the creation of new Memorandum of Understandings while working with staff, the public, and City Attorney’s office as needed;

  • Lease management while working with City Real Estate and City Attorney’s office as needed;

  • Provides information to the Director on the progress of special department projects and events;

  • Serves as liaison between the Director and the Office of the Mayor, agencies, departments and divisions, and other internal or external stakeholders;

  • Attends meetings of committees and commissions appointed by the Mayor, City Council, or the Director in order to advise them on administrative matters and to assist them in expediting their projects;

  • Supervises professional and support staff;

  • Appears before civic, business, and special interest groups as a representative of the Director;

  • Compiles, edits, and writes periodic reports.

Minimum Qualifications

Possession of a bachelor’s degree and three (3) years of professional or managerial experience, which included policy formulation responsibilities. Substitution(s): A master's degree may be substituted for one (1) year of the required experience. A law degree may be substituted for two (2) years of the required experience.
