Responsibilities This position is located in Harry S. Truman VAMC in Columbia, MO. The purpose of this position is to provide administrative and professional support to the Physical Medicine and Rehabilitation (PM&R) service to include pain management, physiatry, acupuncture, physical therapy, and occupational therapy. The duties include but are not limited to: Provide a wide variety of administrative functions and programmatic oversight of eligibility and referrals, contract development, and information management, clinical/financial feasibility studies, and support strategic planning efforts Directly support the service line Chief and is responsible for human resources activities, data management, planning, development, direction, and evaluation of the service operations including budget, fiscal management, policies, and procedures Develop and implement tools and techniques to collect and analyze information on quality, fiscal expenditures, and interprets incoming requests for administrative information Develops both long and short-range policies and plans and coordinates the medical administration needs of the organization and service line Evaluates, plans, develops, implements, and advises on administrative process and programs such as contract management, funds management, clinic flow, clinic scheduling, labor mapping, access, and communication across the service line Analyze statistical data and develops business methodologies Develop strategic goals and measurement criteria to evaluate the effectiveness of short and long term planning efforts Manage vendor relations and administers space and equipment programs Oversee and monitor credit card transactions and performs control point and credit card reconciliation and audits Manages budget formulation and execution for a changing budget of service expenses involving different funding sources Direct personnel management program for the service, overseeing a full range of human resources requirements Act as liaison with the human resources officer concerning personnel related matters Directly supervises all Medical Support Assistant (MSA) staff within the service lines and is responsible for the administration of all aspects of scheduling for the PM&R service Assigns responsibilities and work to subordinates and develops performance standards Serve as the primary Automated Data Processing Applications Coordinator (ADPAC) for the service, ensuring staff has assigned menus and that those menus, software, and other computer related issues are responded to and resolved in a timely manner Work with patient advocates, public affairs officer, and executive personnel to resolve patient complaints and enhance public relations activities Perform other duties as assigned Work Schedule: Monday thru Friday, 8:00am - 4:30pm Compressed/Flexible: Not authorized Telework: Ad-hoc; at Agency discretion Virtual: This is not a virtual position. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/10/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing all administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of a medical facility. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, but occasional standing, walking, stooping, bending and carrying items weighing 25 pounds maybe required. Assignments may occasionally involve longer periods of standing, bending and stooping to observe and facilitate group projects or activities. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
