Due to our stellar past performance creating and delivering large scale IT and training solutions, APV has experienced great growth and expects steep growth and to manage increased work load we are seeking highly experienced person to manage and lead contracts and Finance.

Role: The Contracts and Pricing Manager serves as the primary business operations expert for APV, managing and supervising all corporate contract management functions to ensure that:

  • All APV contracts, subcontracts and purchasing agreements are consistent with APV business objectives, are sound business instruments, and comply with all relevant government contracting laws, regulations, and policies.

The CPM works collaboratively with CTO, Director of Operations and PMs.

Specific Duties and Responsibilities – the CPM manages and supervises the following APV corporate functions:

Contracts Manager Duties:

  • Review and negotiate new agreements, ensure that the agreements and contracts are worded clearly and that the risks in terms and conditions are appropriately minimized. Support generally covers the full agreement life cycle from getting an award through closeout for all contracts.

  • Manage the completeness and accuracy of all contractual documents including subcontracts, for purpose of audits and senior leadership reporting.

  • Create brief compliance profiles for new and ongoing projects for reference and guidance of Program Directors and Program Operations staff and update them as necessary.

  • Receive, prepare, review with relevant departments, and administer Teaming Agreements and Non-Disclosure Agreements with potential subcontractors or prime contractors.

  • Ensure contract compliance working closely with the Operations team.

  • Review overall contract requirements, hours, rates, contract amounts etc.

  • Track/Maintain contract funding and obligated amounts, preparing and submitting booking and backlog reports. Provide input to internal and/or external briefings on contract financial status.

  • Maintain compliant contract and subcontract files in accordance with government approved standard requirements; responsible for file structure set up and maintenance.

  • Manage and execute contract and subcontract closeouts.

  • Work with Accounts Receivable/Accounts payable to assist and submit client invoices according to contract requirements.

  • Work with team members to support back office operations and program/project management needs, as necessary.

  • Interpret and determine applicability of contract clauses.

  • Manage GSA schedule contracts to include but not limited to submitting proposal and/or modification packages, updates to schedule terms and conditions, maintaining current approved price list, and preparing for/participating in GSA schedule audits/reviews.

  • Monitor and ensure compliance, in a proactive manner, with Federal Acquisitions Regulations (FAR), and monitor small business utilization and reporting, and other new compliance requirements from the clients.

  • Suggest, develop or contribute to development and refinement of policies, business processes, templates and guidance documents related to procurement, contracts, and compliance thereof

  • Strengthen, manage and/or support project start-ups and close-outs.

  • Conduct periodic compliance checks on processes and internal controls in projects

  • Develop policies as required to cover gaps highlighted during compliance reviews; develop streamlined processes, templates, checklists etc. related to the responsibilities of the contracts department.

  • Design a tracking system for corrective action plans and periodically monitor the progress of implementation of corrective actions.

Pricing Management Duties:

  • The Pricing manager will work directly with the Business Development team leads and focus primarily on federal proposal pricing and budgets.

  • Review, analyze, and interpret procurement materials, such as RFP, RFTO, RFQ and distill information for use in budget preparation.

  • Create and revise budget shells in Microsoft Excel, incorporating information from solicitations and Proposal staff.

  • Assist with the creation of additional supporting documents, such as Conflict of Interest and other certifications, etc.

  • Coordinate the creation of the Cost/Price Narratives and Excel-based price/cost models for federal bids that APV is pursuing.

  • Primary POC leading pricing efforts in the development of cost/price proposals

  • Support involves cost model development, cost narrative writing and assistance with other cost/price volume requirements

  • Develop recommendations alternative Price Strategies to achieve the PTW and analyzing potential investment decisions to create competitive advantages necessary to achieve specific Pwin ranges, to include modifying existing corporate structures / organizations.

  • As a pricing lead, participate in Technical internal proposal reviews (Pink/Red Teams, Sign Offs, etc.) to ensure technical solution is in sync with pricing.

  • Also participate in any loss analysis

  • Develop contract-specific bid pricing strategies.

  • Develop contract labor category rates consistent with APV pricing strategy

Position Requirements:

  • 5+ years of related experience in Federal IT contracting with specific emphasis on pricing and Price-To-Win analysis

  • Experience with the preparation of multi-million-dollar cost and price proposals, including FFP, T&M, and Cost-plus

  • Ability to write and read legal documents and some prior experience highly desired.

  • Advanced level proficiency in using Microsoft Office, particularly Word, Excel and other desktop publishing tools like Adobe Acrobat

  • Formal training in federal contract proposal development and management (e.g., Shipley or comparable) preferred

  • Advanced computer skills, including proven expertise in the use of GovCon approved accounting systems, and GovCon payroll systems.

Must have skills and Knowledge:

  • Must be organized and able to manage multiple projects simultaneously.

  • Must be able to work well both independently and with a team.

  • Must be able to work with a rapid pace that is deadline driven.

  • Must possess excellent interpersonal, organizational and writing skills.

  • As a pricing lead, must have knowledge to conduct pricing strategy meetings, pricing analysis and competitive pricing activities, to include estimates of competitor bids and “what if” cost models.

  • The candidate must have excellent organization skills, analytical skills, and demonstrate exceptional accuracy and attention to detail.

  • Prior knowledge and deep familiarity with government contract bidding process

  • Demonstrate in-depth understanding of direct and indirect cost structures of a government contractor.


  • Bachelor's degree in a business law, Contracts Management, or related area
