Description SCIF SECURITY MANAGER (SPT-21-1310-W):
Bowhead seeks a SCIF Security Manager for a potential forthcoming contract at Peterson SFB Colorado Springs, CO.
The 319 CTS operates from the Moorman Space Education and Training Center (SETC) on Peterson Air Force Base in Colorado. The 319 CTS expands space system understanding by providing world-class, in-depth instruction of space systems, capabilities, requirements, acquisition, strategies and policies to support Joint military operations and U.S. National Security. The mission of 319 CTS is to provide responsive training in support of tactical, operational, and strategic joint and coalition space operations. Annually, 319 CTS educates more than 2800 students from all branches of the United States military, other Government departments, and select allied nations. 319 CTS requires specialized instructors and critical support personnel capable of successfully executing the 319 CTS mission.
Essential Duties and Responsibilities:
• Be familiar with all requirements to operate and maintain a SCIF. The following special security representative (SCIF management) duties shall be conducted through coordination with the COR:
o Provide support to Government for entire spectrum of security disciplines, including physical, personnel, and IT.
o Manage process to secure, manage, & maintain DoD standards & operation of SETC SCIF.
o Possess technical expertise with assigned security disciplines and adhere to all applicable directives, publications, handbooks, policy letters, and procedures involving security disciplines provided by the COR.
o Conduct annual SCIF security inspections and spot inspections, as needed.
o Perform random hand-carried item inspections for detection of items prohibited from entering the SCIF and/or classified material leaving the SCIF.
o Conduct semi-annual security response exercises & quarterly alarm tests for SETC SCIF.
o Interface with various AF, DoD, multiple national agencies, & other Government entities.
o Review all documents for proper security classification markings and provide guidance to the COR for proper overall classification issues.
o Review, coordinate and provide advice to the COR on changes to Emergency Action Plans, Standard Operating Procedures (SOPs), Fixed Facility Checklists[redacted], and draft agreements between SETC organizations and verify required clearances of any Contractors receiving access to these documents.
o Prepare and process incoming visitor access requests (VAR) for SETC within special access channels.
o Validate clearances/accesses and prepare/process outgoing VARs.
o Verify SCI eligibility, perform SCI indoctrination and debrief actions, and process all associated SCI paperwork for incoming SWF students.
o Maintain records of incoming and outgoing Program Authorization Requests (PAR) IAW DoDI 5205.11, Management, Administration.
o Complete and maintain required Information Assurance Technical (IAT) Level II certification IAW DoD 8140.01
o Send and receive classified information via facsimile and electronic data transfer systems.
o Support Personnel Security functions within special access guidance IAW DODI 5205.11
o Initiate and track Pre-Screening Questionnaire process for determining initial or continued eligibility, validate eligibility and coordinate nomination packages with HQ SpOC IAW DoD Manual 5205.07, Volume 2
o Create and process waiver packages, to include suspense tracking until completed.
o Maintain classified / billet roster and submit classified nomination requests and PAR as needed to HQ USSF/SSO.
o Prepare appropriate forms (AF Form 310, Document Receipt & Destruction Certificate).
o Assist Government Special Security Officer (GSSO) with classified billets assigned to the organization by performing admin work for GSSO.
o Manage IA equipment, conduct audits and information transfers.
o Provide guidance, coordinate and document foreign travel briefings for indoctrinated personnel traveling OCONUS outside of US territories.
o Maintain and update stand-alone Access Control System (ACS).
o Ensure automated information system (AIS) accreditation package remains accurate by reviewing and updating the package as required by DoDM 5205.07, Volume 1.
o If required, conduct weekly malware update audits.
o Maintain and update an effective AIS security education, training, and awareness program on a quarterly basis.
o Prepare PARs for personnel, on an as needed basis, as requested by Government.
o Attend weekly 319 CTS Staff Meetings and provide input as needed.
o Conduct security training (as required) during staff meeting, Commander’s Call, or as a result of any security infractions.
Requirements • Shall have experience within classified environments.
• 5 years of experience in managing SCIF operations
• 5 years of experience with security requirements for Special Access Programs and/or Special Technical Operations (data, personnel, facilities, etc)
• Current IAT Level II certification
• 5 years of experience with DISS, EPSQ/e-QIP, VAR submission, [redacted]
• 5 year experience in approved DoD security monitoring systems
• Travel: 10%
Education Requirements: Bachelor’s Degree in Applied Science
Estimated salary range: $80,000 - $110,000
SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Top Secret/SCI level. US Citizenship is a requirement for Top Secret clearance at this location.
