Description PROGRAM MANAGER (SPT-21-1309-W):
Bowhead seeks a Program Manager for a potential forthcoming contract at Peterson SFB Colorado Springs, CO.
The 319 CTS operates from the Moorman Space Education and Training Center (SETC) on Peterson Air Force Base in Colorado. The 319 CTS expands space system understanding by providing world-class, in-depth instruction of space systems, capabilities, requirements, acquisition, strategies and policies to support Joint military operations and U.S. National Security. The mission of 319 CTS is to provide responsive training in support of tactical, operational, and strategic joint and coalition space operations. Annually, 319 CTS educates more than 2800 students from all branches of the United States military, other Government departments, and select allied nations. 319 CTS requires specialized instructors and critical support personnel capable of successfully executing the 319 CTS mission.
Essential Duties and Responsibilities:
Coordinate with the COR to obtain and clarify contract requirements, and be responsible for the daily control and supervision of the Contractor's employees. Will have the authority to resolve problems, allocate resources, manage personnel, and monitor operation performance to ensure contract requirements are met. The effort shall be under the direction and coordination of a single PM that will be a central point of contact for the CO and COR for any issues.
Responsible for all aspects of Contractor-provided support. Provide administrative, clerical, scheduling, and resource allocation for all aspects of the requirements.
Provide overall contractor management, including personnel, planning, quality control, direction, coordination, and reviews necessary to ensure effective contract performance. Lead contract effort to ensure trained and ready forces through superior education and training on all elements of comprehensive Advanced Space Operations Training, including SpacePower Disciplines (SPD) of Orbital Warfare, Space Electronic Warfare, Space Battle Management, Space Access and Sustainment, support to space operations (intelligence, cyberspace, acquisition/engineering).
Oversee contractor support of Information Technology (networks/servers at UNCLAS to TS/SCI), Database Management (e.g. SQL, Oracle), website development/sustainment, audiovisual support (video, graphics), Instructional System Development (ISD) of courseware, and student administration (registration/scheduling).
Plan, lead and execute Mobile Training Team (MTT) responsibilities to locations world-wide.
Supervise contractor activity of 319th CTS and 533rd TRS
Serve on and contribute to a variety of matrixed project teams
Interface, as appropriate, with the 319 CTS Commander, 319 CTS/DO, 319 CTS Dean, and COR.
Assess and resolve issues and provide recommendations as appropriate in support of 319 CTS ops
Serve as the primary contractor point of contact (POC) for the 319 CTS COR.
Ensure all Contractor personnel under his/her authority comply with all required training required by 319 CTS or higher authority.
Ensure all Contractor personnel under his/her authority have the proper security clearances needed to instruct courses
If required, ensure full compliance with International Traffic in Arms Regulations (ITAR) and other protocols for teaching international military students (IMS). Within 12 months of contract start, the Contractor shall have Technical Assistance Agreements (TAA) or other suitable ITAR mechanisms in place to permit contract instructors to deliver 319 CTS curricula to IMS.
Ensure the following deliverables are submitted on the agreed schedule established by the COR and the CO:
o Monthly Program Management Review: Cost, Schedule, and Performance data shall be reported verbally and in writing monthly to the 319 CTS COR. A copy of the final and accepted written submission is to be provided to the CO.
o Quarterly Program Management Review: Cost Schedule, and Performance data shall be presented verbally and in writing at least once a quarter to the 319 CTS Commander and DO or his designated representative(s). A copy of the final and accepted written submission is to be provided to the CO.
o ODC Funds Status Report (OFSR): Shall be provided to the 319 CTS COR and CO on a monthly basis.
o Ensure instructors are competent to teach the most recent developments in systems and employment concepts, maintain assigned lessons and incorporate Government approved changes into all relevant course documentation.
o The Contractor Program Manager (PM) shall coordinate ISD course requirements and ISD compliance with 319 CTS and associated ISD Contractor(s).
Requirements • Knowledge/experience as it pertains to space systems particularly with in ground-based radars, infrared satellite systems/sensors, position/navigation/timing satellites/signals, satellite systems/sub-systems, satellite tracking telescope systems (ground- and space-based), USSPACECOM and USSF organization and command/control mechanisms, and space support to combat operations.
• PMP (Program Management Professional) Certification or 3 years experience as a Program Manager
• 3 years of experience in curriculum/lesson development and instruction
• Travel: 10%
Education Requirements: Master’s degree in business, technical, or a space-related field
Estimated salary range: $116,000 - $155,000
SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Top Secret/SCI level. US Citizenship is a requirement for Top Secret clearance at this location.
