Job Summary

El Paso County’s Department of Public Works is seeking an experienced Inspector Supervisor for its Engineering Division. As the Right of Way and 811 Supervisor, you will oversee all aspects of right of way maintenance and manage 811 utility location request compliance. This role involves coordinating excavation and construction activities, managing permits, and ensuring adherence to El Paso County, state, and federal regulations. You’ll collaborate with contractors, utility companies, and internal teams to resolve conflicts, maintain safety, and ensure smooth operations across all right of way and 811 activities.

Hiring Range: $85,000.00 - $98,190.00 annually

(salary to be commensurate with qualifications)

This position has an anticipated work schedule of Monday – Friday, 7:00am – 3:30pm, subject to change.

Plans, organizes, and supervises the inspection function for the Department of Public Works Development services to ensure that construction, installation, maintenance, and improvement activities for the County's infrastructure assets are performed according to approved plans and specifications. Work inspected includes that performed by commercial contractors and developers. Participates in cost estimates, responding to citizens' requests, and supporting the development of the Public Works Department budget. May oversee utility location request program (CO811) and utility permitting program. May be assigned to Development Review, Construction Services, Capital Projects, or Stormwater of the Engineering Division.

Essential Duties/Responsibilities

  • Supervises personnel involved in inspection activities; organizes, coordinates, and schedules work activities for the most cost-effective and efficient use of time, personnel, materials, and equipment; ensures work is performed in accordance with established procedures and standards. Conducts performance evaluations and motivates employees to reach peak productivity and performance; participates in the hiring and disciplinary process.

  • Supervises and participates in the inspection of public infrastructure projects; ensures project activities meet construction standards and materials used meet the County specifications, materials testing, and ADA requirements.

  • Inspection responsibilities include compliance with the County’s Engineering Criteria Manual, Drainage Criteria Manuals, and Land Development Code.

  • Oversees and manages the work of employees to ensure construction standards are met and the materials used meet specifications and appropriate testing requirements.

  • Visits project sites to advise and assist inspectors. Ensures inspection activities maintain compliance with Federal, State, and Local regulations and criteria. Provides inspectors with the appropriate work procedures and standards and ensures compliance. Provides training and instruction on equipment used when performing inspections.

  • Supervises the review and processing of utility cut applications and utility main installation plans; ensures applications and plans meet County specifications. Determines utility conflicts and coordinates relocation. Updates and maintains records; reads and interprets maps and construction drawings; accurately mark utility lines. May supervise the receipt and assignment of CO811 Facility Locate Requests; completes daily locate tickets as needed.

  • Researches plats, subdivision improvement agreements, and maintenance agreements; develops recommendations for acceptance of County improvements into the County maintenance system.

  • Contributes to specification development necessary for materials such as concrete and asphalt overlay; supervises the measurement and calculation of materials.

  • Monitors contractor progress on public infrastructure construction activities to ensure contract and criteria compliance and project is within schedule. Advises others when projects are not within schedule.

  • Maintains accurate records of new construction activity in order to capture required information regarding new infrastructure assets in the El Paso County Infrastructure Inventory as required by Governmental Accounting Standards Board (GASB) Statement 34.

  • Collects fees and sureties from developers and contractors.

  • Participates in compiling information for obtaining bids on a variety of construction projects.

  • Maintains budgetary data on contracted infrastructure maintenance activities in order to verify projects are within budget.

  • Coordinates preconstruction meetings with developers and contractors. Coordinates preliminary and final acceptance inspections with developers and contractors.

  • Administers Board of County Commissioners (BoCC) partial, preliminary, and final release requests of sureties to developers upon satisfactory completion of work. Processes preliminary and final documentation, such as releases and resolutions.

  • Ensures customer complaints are responded to in a professional and timely manner; responds to escalated customer complaints.

  • Performs other duties as required.

Supervision Exercised: This classification requires supervising and monitoring performance for a regular group of employees or unit(s) including providing input on hiring/disciplinary action and work objectives/ effectiveness, performance evaluations, and realigning work as needed. A first-line or second-line supervisor typically performs these tasks.

Supervision Received: Receives administrative supervision. This classification typically performs job duties and resolves conflict according to their own judgment and initiatives, requesting supervisory assistance only when necessary. Special projects are managed with little oversight, and assignments may be reviewed upon completion. Performance reviewed periodically.

Qualifications

Knowledge, Skills & Abilities

  • Knowledge of the methods, procedures, and equipment used in construction and inspection activities of public infrastructure.

  • Knowledge of pertinent Federal, State, and Local laws, codes, regulations, and criteria. Knowledge and understanding of M&S Standards.

  • Knowledge of the application of surveying, design, and utility installation and location related to construction management.

  • Knowledge of the measurement and calculation techniques used in construction projects.

  • Working knowledge of computer software and databases, including Excel, Word, and Bluebeam.

  • Must possess strong mathematical skills with a sound understanding of algebra and geometry and the ability to perform calculations involving area and volume.

  • Ability to develop materials and maintenance project specifications.

  • Ability to interpret project plans and specifications. Ability to read charts, drawings, and maps.

  • Ability to plan, direct, motivate, and coordinate the activities of personnel. Ability to supervise, objectively review, evaluate, document, and mentor staff.

  • Ability to communicate effectively both verbally and in writing.

  • Ability to establish and maintain effective working relationships with County staff, contractors, developers, and the public. Ability to provide excellent customer service.

  • Maintain regular and punctual attendance.

Required Education & Experience

  • High school diploma or equivalent education.

  • Five years of progressively responsible public infrastructure inspection experience.

  • Associate’s degree in a related field may substitute for one year of the required experience.

  • Bachelor’s degree in a related field may substitute for two years of the required experience.

  • Three years of supervisory or leadership experience.

Preferred Education & Experience

  • Two years of college coursework in engineering, construction management, or related field.

Licenses/Certificates

  • Must possess and maintain a valid driver's license.

  • Must obtain and maintain necessary certifications/licenses as applicable to position.

Pre-Employment Requirements

  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.

Work Conditions

Duties are performed in an office environment and in the field, including undeveloped vacant land, construction sites, and partially to fully completed structures. Position requires travel throughout El Paso County to construction sites, negotiating rough terrain, and climbing stairs during on-site inspections in the field. Field work requires exposure to weather elements, hazards, close proximity to moving vehicles and traffic, and other adverse physical and environmental conditions. May be subject to varying work schedule based on the needs of the department, including being subject to on-call schedule rotation and after-hours call-out.
