Description of Job

This is a technical accounting position responsible to perform work in support of the accounting operations of the Colorado School for the Deaf and the Blind (CSDB). The technical accounting duties are typically heavily oriented and involved in the financial transaction processes and maintenance of accurate and complete records of transactions to support work for the school accountant and the program managers.

This position monitors and directs the day-to-day activity for the Colorado School for the Deaf and the Blind (CSDB) accounts payable system by auditing documents submitted for payment, including but not limited to, internal requisitions, official function forms, purchase orders, petty cash requests, invoices, and special requests for reimbursement. This position directs the Colorado Operations Resource Engine (CORE) voucher process providing payments to vendors and personal service contractors, and reimbursement of out-of-pocket expenses for staff and students. This position directs and executes accounting operations for an accounting subsystem consisting of dorm student accounts, dorm deposit accounts, student Stratton-Oellerich awards, and CSDB student scholarship award balances. This position completes and codes receipts in CORE on a daily basis. This position serves as the Travel Compliance Designee for CSDB and monitors all state travel to ensure compliance with Colorado State Fiscal Rules.

Duties include but are not limited to:

Accounts Payable. Pre-audits incoming documents for correct accounting codes; decides the appropriate coding to use if not included on documents by following the State Controller's statewide central chart of accounts and the CSDB’s designated internal chart of accounts specific to its operational needs for coding; verifies dollar amount and appropriate signatures authority; and follows up on any discrepancies, and that purchase is in accordance to State Fiscal rules; then inputs payment voucher in the Colorado Operations Resource Engine (CORE) to generate warrant to vendor/payee. Follows the warrant escheatment process on outstanding warrants according to the State Controller’s procedures. All other related duties as assigned.

Student Accounts. Balances and reconciles dorm student accounts, and Stratton-Oellerich student award accounts between CORE and CSDB’s subsystem; posts changes to Stratton-Oellerich awards and scholarship accounts; sends out quarterly student account statements; collects money and answers questions pertaining to student accounts at registration day each year. All other related duties as assigned.

Billing for 1-on-1 Aides.Reconciles 1:1 aide timesheets with payroll reports, invoices school districts for services rendered, and monitors collections on billings. Reports this information to Director of Student Services and makes suggestion to Director on what further action should be followed on outstanding receivables such as, directly contacting the district or submission of outstanding statements. All other related duties as assigned.

Resource for Accounting Forms and Procedures.Advises and instructs other staff on proper procedures, correct forms to use for various payment requests, proper account codes to use when completing forms and proper handling of currency and checks received for deposit. All other related duties as assigned.

Travel Compliance Designee.Monitors travel for the school to ensure all fiscal rules are followed and ensures prompt payment to employees. Provides employees with information on what is an allowable expense, an allowable vendor, and the appropriate use of travel forms. Reviews travel requests and determines if staff trips follow the State fiscal rules and all appropriate back up documentation for their expense reports is included, submits verified expense reports for payment. All other related duties as assigned.

Cash Receipts.Oversees and audits the monthly shared deposit spreadsheet for cash, check, credit card receipts. Verifies the accuracy of each deposit coding. Records entries of the daily bank deposits into CORE financial system after ensuring that the deposit reports from the automated banking system match the funds recorded on the shared deposit spreadsheet. Performs a monthly CORE procedure to transfer the total monthly receipts to the State Treasury. All other related duties as assigned.

Purchasing Card Tracking and Processing.Reviews all purchasing card purchases for appropriate documentation which includes receipts and approved requisitions. This includes verifying information provided follows the internal and State rules and procedures for purchasing card use. Tracks all purchasing card violations and reports information to the Controller. Processes the monthly CORE procedure to allocate the purchasing card purchases to the appropriate cost center within CORE. All other related duties as assigned.

Petty Cash Fund Custodian.Controls and safeguards the petty cash fund. Issues cash from petty cash fund for purchases of small value items, short notice, and/or emergency situations, and to issue to dorm students for their needs out of their student accounts. Maintains documentation to support all requests. Processes an approved requisition to replenish the petty cash fund weekly or as needed. All other related duties as assigned.

MINIMUM QUALIFICATIONS:

Experience Only:

Three (3) years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to three (3) years

PREFERRED:

  • Previous Accounting experience with the State of Colorado.

  • Previous Accounting experience for a school.

  • ASL Proficiency.

Conditions of Employment:

  • Proficiency in American Sign Language (ASL) at the Survival Plus skill level, or applicants must be willing and able to attain fluency at the level required within three years of hire date, as demonstrated by an appropriate assessment tool and according to school policy/procedures.
