The Asset Closure Group is seeking an experienced and qualified Project Engineer to support engineering and construction projects for the closure and management of Coal Combustion Residuals (CCR) impoundments, landfills, and related facilities. The CCR closure program Project Engineer candidate will perform the pivotal role of effectively and efficiently working within a team for the study, planning, design, and construction of CCR units across the Vistra coal-fired fleet in Illinois, Ohio, and Texas, emphasizing the imperative of adherence to safety, environmental regulations, economics, and the efficient management of the closure process.

*Some flexibility for position to be based at one of Vistra's regional sites, preferably Illinois, Ohio, or Texas.

**Pay grade and salary will be dependent upon skills, experience and education.

Key Accountabilities

  • Support the overall CCR closure program strategy for managing asset retirement obligation (ARO) budgets, schedules, and milestones.

  • Assist with the basis of design and implementation of the full project design process from concept to construction bid documents for a variety of related projects including:

  • Final cover systems for CCR impoundments and landfills

  • New lined disposal units for CCR wastewaters and materials storage

  • Storm water management systems

  • CCR impoundment dewatering

  • Water treatment for ponded water in CCR impoundments, landfill leachate, and groundwater.

  • Groundwater investigation and corrective action

  • Volumetric and airspace evaluations for CCR units

  • Manage a wide array of technical suppliers including engineering consultants, groundwater scientists, surveyors, and construction contractors.

  • Provide construction management support for heavy civil engineering construction and water management/treatment projects.

  • Support project solicitation and bid administration for engineering and construction project bidding.

  • Interface and provide frequent communication with Vistra plant personnel and management as well as with internal groups including Environmental, Legal, Dam Safety, Supply Chain, and Safety.

  • Assist with the completion and recordkeeping associate with regulatory-required CCR unit inspections for CCR impoundments and landfills. Plan to attend at a minimum the landfill annual inspections at each CCR landfill.

  • Assist with the implementation of groundwater monitoring, sampling, modeling and corrective action projects and planning.

  • Provide technical review of documents, reports, and related correspondence to meet applicable federal and state regulatory requirements.

  • Travel to CCR project sites will be required on an as-needed basis to support the project-specific workload requirement and work being performed at that time.

  • Frequent and routine attendance at site construction update meetings will be a necessity. Visibility to our internal and external stakeholders is a key criterion for project completion and success.

  • Implementation of Vistra’s contractor safety program and commitment to the overall safety for each related project.

  • Demonstrate flexibility and adaptability in managing various projects within the company, ensuring continuity of operations and compliance with regulatory standards.

Education, Experience & Skill Requirements:

  • BS or greater in an Engineering discipline (civil or environmental engineering preferred)

  • Licensed Professional Engineer or meets additional years of experience requirements

  • OSHA Construction and HAZWOPER certification (or ability to obtain training in a timely manner) to meet regulatory requirement

  • Demonstrates and applies knowledge of current and pending regulatory, code and general industry issues to resolve Vistra’s interests.

  • Proficient with technical evaluation processes.

  • Minimum 6 years experience in engineering or comparable industries

  • Demonstrates application of fundamental scientific principles

  • Communication –Must be able to effectively communicate with peers, management and/or represent Vistra’s interests to outside agencies

  • Able to execute projects/strategies with some oversight.

  • Demonstrated high performer through consecutive evaluations or work history for external candidates.

•Maintain effective working relationships. Be able to explain technical information to ensure work/repairs completed correctly.
