Description Under the general supervision of the Electric Design Supervisor and the GIS Analyst, the GIS Technician is responsible for updating and maintaining an accurate and up-to-date electric Transmission and Distribution (TandD) utility network model / Geographic Information System (GIS); assisting electrical design staff; ensuring information entered into the GIS database remains accurate and consistent; providing for enhanced and dynamic electrical system planning and maintenance; and providing up-to-date Engineering Analysis models, land base, and system maps to the users.

Principal Duties

  1. Responsible for updating and maintaining the GIS system in a timely manner with all the asset and attribute data from completed new electric construction, line improvements, inspections, and other projects.
  2. Assist in the development and maintenance of data, maps, map viewers, and other geo-spatial tools with the use of ESRI's ArcGIS software, AutoCAD software, or similar programs in collaboration with the IT GIS team.
  3. Assist with utility design projects to ensure they are compliant with the appropriate connectivity model and provide prompt availability of accurate engineering models and maps to the engineers and other users.
  4. Maintain the different GIS layers (including landbase) to be utilized by both internal and external users. Update GIS from information gathered from as-built changes, field verifications, and inspection data.
  5. Assist in the production of high-quality maps of various sizes and styles utilizing cartographic skills.
  6. Responsible for the preparation and maintenance of necessary records, reports, and documentation for the GIS systems. collaborating with other City of College Station departments and other government or private sector entities to ensure effective and secure data exchange; and maintaining familiarity with CSU engineering standards, construction practices, and procedures.
  7. Assist the department in updating and maintaining the system maintenance plan and support the users of GIS related software, including frequent communication with internal stakeholders.
  8. Perform occasional field verification of electric system facilities using measuring instruments, GPS units, or other methods.
  9. Analyze and accurately interpret information from tables, as-built documentation, designs, photos, notes, field sketches, operating maps, GPS data from various sources and translate to usable GIS formats.
  10. Maintain and troubleshoot the departmental design and staking software and Milsoft Engineering and Operations software.
  11. Perform other duties as assigned.

Qualifications Required: Associate degree in Geographic Information Systems, Geography, Computer Science, or a related field; or an equivalent combination of education and experience Valid Texas Driver License Knowledge of ESRI GIS software and/or AutoCAD Strong understanding of database concepts, querying, and reporting from SQL databases Skilled in the use of office productivity tools (Example: Microsoft Office) Ability to perform work for extended periods of time standing, walking long distances, bending, reaching, moving, lifting and/or carrying objects weighing up to 25 lbs. while maintaining a high degree of accuracy

Preferred: Bachelors degree in Geographic Information Systems, Computer Science, Geography, or a related field Knowledge of electric distribution utility networks, standards, and practices Proficient in ESRI ArcGIS technologies such as ArcGIS Desktop, ArcSDE and utilizing ArcGIS Server technology, as well as associated applications Experience with electric utility software such as Partnersoft or Milsoft Core EandO Knowledge of electrical transmission and distribution te minology and theory of operations Ability to read and understand various technical documents including deeds, plats and title reports, construction plans, etc. Familiarity with surveying equipment and tools
