Koniag Data Solutions, a Koniag Government Services company , is seeking a Program Manager with a Top-Secret clearance to support KDS and our government customer in College Park, MD.

The ideal candidate will be a seasoned professional with a proven track record of successfully managing large-scale, complex programs within the federal government sector. This position requires the ability to obtain and maintain the necessary security clearance. This role can be based remotely or on-site, depending on project requirements.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

The Program Manager will be responsible for overseeing the end-to-end program lifecycle, ensuring successful delivery of services and solutions to NARA. The primary responsibilities include:

  • Serve as the primary point of contact for NARA, fostering strong relationships and effective communication with the customer.

  • Develop and execute program management plans, including risk management, resource allocation, and quality assurance strategies.

  • Lead cross-functional teams, including technical staff, subject matter experts, and support personnel, to ensure seamless collaboration and alignment with program objectives.

  • Monitor program performance, identify potential risks and issues, and implement proactive mitigation strategies.

  • Manage program financials, including budgeting, forecasting, and cost control measures.

  • Ensure compliance with relevant regulations, policies, and industry best practices.

  • Represent the program at executive-level meetings and provide regular status updates to stakeholders.

  • Foster a culture of continuous improvement, identifying opportunities for process optimization and efficiency gains.

  • Collaborate with business development teams to identify and pursue new growth opportunities within NARA.

Education and Experience:

  • Bachelor's degree in Business Administration, Project Management, or a related field; a master's degree is preferred.

  • Minimum of 8 years of experience in program management, with at least 5 years managing large-scale programs supporting federal government agencies.

  • Proven track record of successfully delivering complex programs within budget and schedule constraints.

  • Experience working with NARA or other federal records management agencies is highly desirable.

  • Ability to obtain and maintain the required TS security clearance.

Required Skills and Competencies:

  • Strong leadership and team management skills, with the ability to motivate and align cross-functional teams.

  • Excellent communication and presentation skills, with the ability to effectively engage with stakeholders at all levels.

  • Solid understanding of program management methodologies, such as PMBOK or PRINCE2.

  • Proficiency in project management tools and software, such as Microsoft Project, Jira, or similar.

  • Strong analytical and problem-solving skills, with the ability to make data-driven decisions.

  • Demonstrated ability to manage program financials, including budgeting, forecasting, and cost control.

  • Familiarity with relevant regulations, policies, and industry best practices in the federal government sector.

  • Strong negotiation and conflict resolution skills.

Desired Skills and Competencies:

  • Project Management Professional (PMP) or similar certification.

  • Experience with agile project management methodologies.

  • Knowledge of federal records management processes and regulations.

  • Familiarity with cloud computing platforms and technologies.

  • Understanding of cybersecurity principles and best practices.

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
