Job Summary:

Under the direction of the Program Director, oversees program functions and operations for multiple programs supporting individuals with intellectual and developmental disabilities (I/ DD) with in assigned region, including direct supervision of Program Supervisors and indirect supervision of direct support and other program staff (e.g. Assistant Supervisors, DSPs, etc.) or direct supervision of program(s) in the absence of a supervisor. . The Assistant Program Director is responsible for all aspects of the assigned programs and interface s with Program Supervisors , applicable regulatory agencies (e.g. OPWDD, DDD, etc.) , Quality, Compliance , Training and other support departments and Direct Support s taff associated with their programs to promote community integration and inclusion and ensure the health, wellness, safety and needs of the people we support.

E nsure s that the training provided and work performed by the program staff meets Federal, State, L ocal and agency compliance and regulatory standards. The Assistant Program Director is involved in the growth and development of the assigned program staff , and provid es feedback for performance evaluations. S erve s as an administrative resource for assigned Program Supervisors providing guidance, resources and additional training as necessary. Develop s and maintain s working relationships with families, service providers , applicable regulatory or external agencies and community members.

Key/Essential Functions & Responsibilities:

  • Oversees and ensures compliance with regulations and best practices for multiple program teams, which may include a Program Supervisor , Assistant Supervisor, and Direct Support Professionals (DSPs) or other direct care staff (DSP / RBTs, ABIS, HCS, etc.) and additional supports from the multi-disciplinary team including behavior support staff (BCBA, BIS, nurse s , etc. ).

  • Provides effective leadership in each program collaborating with the d irector , regional leadership and/or clinical team or leadership to ensure implementation of person-centered, individualized plans for all persons supported following appropriate levels of supervision and safeguards.

  • Ensures program staff assist people supported in maximizing their strengths, interests and abilities while upholding their personal rights and support individuals in meeting personal goals that characterize quality of life, encourage socialization and facilitate activities that provide connections to the community .

  • Performs role of P rogram Supervisor in the absence of one which include s program oversight, staff training, adherence to Federal, State , L ocal, and licensing regulations, managing program budgets, liaising with families, etc.

  • Ensures that each P rogram Supervisor , maintains state regulations, oversees clinical programming, fosters quality assurance and is an advocate for the people we support and a strong liaison with f amilies, applicable Federal, S tate, L ocal or regula tor y agencies (OPWWD, DDD, etc.) and outside stakeholders through direct supervision and by supporting with oversight of day-to-day operations .

  • In collaboration with the Program Supervisor , ensures that staff of assigned program s provide the appropriate , therapeutically documented level of individual supervision on-site and in the community to ensure and protect the individuals ’ health and/or safety.

  • Meets regularly with P rogram Supervisor(s) and maintain s documentation of the meetings as required .

  • Assesses work performance and ensures quality service provision through ongoing supervision and observation of residential program staff in support of positive engagement in the home.

  • Reviews and ensures timely submission of reportable incidents and other reports required by YAI and applicable regulatory agencies to ensure compliance with State regulations in collaboration with assigned program staff ( e.g. Program Supervisor, Assistant Supervisor , etc.).

  • Reviews and supports the maintenance and compliance of personal ledgers for the people we support.

  • Reviews data collection for the program through Digital Agency (DA) and provides training as necessary to program staff to ensure accurate billing , if applicable.

  • Ensures the completion and maintenance of all paperwork and written records related to individual treatment includ ing but not limited to medical records, treatment records, progress reports, data collection, behavior reports, incident reports, billing records, critical information log or shift notes, and all written communication systems.

  • Monitors finances and budgets of each program, which includes calculating , reviewing and/or approving expenses, identifying and addressing areas of overage or concern and conducting reconciliations .

  • Ensures that facilities are well maintained and safe and that assigned program s meet Fire or Life Safety Code standards and/or other applicable standards and are following all regulatory requirement s.

  • Evaluates and monitors program needs, identif ying unmet needs, propos ing solutions and revisions to correct issues or deficiencies and revises services as program and individual needs change.

  • Participates in meetings and case conferences with the P rogram Supervisor and/or interdisciplinary team as needed to ensure streamlined and top-quality care for individuals.

  • Assists the Program Supervisor and /or designee ( e.g. Assistant Supervisor ) in resolving concerns relating to program, staff, family, and/or individuals including those raised by other service providers or community members.

  • Stays abreast of applicable Federal, State, Local, regulatory and agency regulations , maintaining awareness of changes and staying current with trends in the I/DD field and participates in agency or trade or ganization committees and other related committees, conferences and/or seminars .

  • Makes decisions according to Federal, State, Local and agency polic ies and procedure s to ensure the appropriate treatment milieu and delivery of services required by the individuals served.

  • Complies with and ensures all program staff comply with all Federal, State, Local and other relevant regulatory agency requirements, including the Health Insurance Portability and Accountability Act (HIPAA).

  • Serves as Administrator-on-Call (Available/On Call Supervisor ) with other program leadership on an as needed basis and p rovi des program/floor coverage, when necessary.

  • Performs all other duties, as assigned

    Minimum Qualification Requirements including education, experience, licensure/certification, etc. and essential physical capabilities ( e.g. lifting, assisting lifting, standing, etc.)

  • Bachelor’s Degree in Social Work , Psychology, Special Education, or another related field ; or

  • Satisfactory combination of related education, additional experience, certification and/or training beyond minimum requirements ; and

  • Five ( 5 ) years of experience working with individuals with Intellectual and Developmental Disabilities (I/DD) including experience in service delivery setting (s) of assigned programs , with individuals in crisis, co-occurring diagnoses or mental health conditions, which include s or is supplemented by three ( 3 ) years of experience in a supervisory/managerial role; and

  • Willingness and ability to travel across assigned region and to programs on a regular basis as required, and to other locations in the New York /New Jersey / metro area, on occasion.

  • Ability to respond to calls and programmatic needs beyond regular work hours/be on-call as needed .

  • Extensive knowledge of developmental disabilities, cooccurring behavioral/mental health diagnoses and clinical syndromes.

  • Knowledge of applicable Federal, State, Local and oversight agency regulations (OPWDD, DDD, etc.) .

  • Exceptional oral and written communication and presentation/training skills.

  • Exceptional supervisory and leadership skills and ability to effectively manage, coach and support large teams through hands-on support.

  • Highly organized, ability to manage time and work autonomously, handle multiple priorities and meet deadlines.

  • Flexible, cooperative and team player.

  • Ability to work in a stressful environment and to deal with behavioral/mental health crises as they occur.

    Additional Minimum Requirements by State :

    State of New Jersey:

    Consistent with 42 CFR 483.430, must meet the federal requirements for a QIDP:

  • Have at least 1 year of experience working directly with persons with intellectual disability or other developmental disabilities; and

  • Is one of the following:

  • Doctor or medicine or osteopathy; or

  • Registered nurse; or

  • Fo r Human Services Professional, an individual who holds at least a bachelor's degree in a human services field (including, but not limited to sociology, special education, rehabilitation counseling and psychology).

  • Shall be at least 18 years of age .

  • Must obtain Registered Behavior Technician (RBT) certification within one year of appointment .

  • Must hold a valid Driver’s license with no more than 5 points .

  • New Jersey State drug test screening is mandatory prior to employment and randomly/for cause, as applicable

    Preferred Qualification Requirements ( desired requirements beyond MQRs above )

  • Master’s Degree in Social Work , Psychology, Special Education, or another related field

Compensation: $70,000-$75,000 annually

MacLeech envisioned a, “total life adjustment approach, emphasizing personal growth, social responsibility, employment goals, and the development of independence for the individual.” At a time when institutional living was the norm for people with I/DD, this vision was nothing short of revolutionary.

YAI Today:

Today, YAI has a team of over 4,000 employees and supports over 20,000 people in the I/DD community. This extraordinary growth shows the ongoing need for these important services, and YAI’s success in offering them. YAI supports people with autism, Down syndrome, and Cerebral Palsy, among others. Operating throughout Downstate New York and Northern New Jersey, YAI now offers more than 300 programs for people of all ages.
