Workforce Development Manager Job Description About SAC: The Spanish American Committee (SAC) is a 501(c)(3) nonprofit human services agency serving the city of Cleveland since 1966. SAC provides comprehensive social services, employment, housing, childcare, financial literacy, and adult education services. About Workforce Development The Workforce Development Program combined with the Latino Construction Program (LCP) provides individuals with bilingual adult education, career counseling, job search training, and placement to support Latino individuals who are struggling with unemployment, a lack of education, or the English-language barrier. Workforce Development Manager The Workforce Development Manager will oversee the overall operation and development of all workforce programs, processes, events, and activities. This position will report to the COO and will work closely with the members of the Board of Directors Workforce committee. The Workforce Development Manager will build a network of employers and nurturing strong lasting relationships with employers to ensure a constant flow of placement opportunities. You will be working closely with local unions and private construction companies as well as the corporate community to understand and execute recruiting needs and develop applicable recruiting processes. This role will plan and develop methods for implementing programs, direct and coordinate program activities and services. This exciting role will involve helping clients understand their capabilities and strengths while developing and working toward career goals. The successful candidate will manage career coaches who will be responsible for attracting and recruiting candidates, screening applications, and supporting hiring managers. Key Responsibilities: • Create and execute comprehensive recruiting and application process and strategies to attract appropriate candidates. Oversee internal and external communication. • Lead, mentor, and provide guidance to the career coaching team. • Organize LCP classes, events, and participate in construction job fairs to network with potential candidates. • Manage the hiring process from beginning to end with internal groups to assure a smooth hiring process. • Maintain a pipeline of qualified candidates for future hiring needs, including long term pipeline planning. • Develop strong, local business relationships with outside unions in the industrial sector to help fill hourly skilled trades positions. • Work closely with hiring managers to understand their staffing needs and provide guidance on recruitment strategies. • Coordinate site visits. • Other duties may be assigned. Essential Job Functions: • Case management, teaching and training techniques, communication, strong organizational and target driven. • Formulate strategies, allocate resources, and set quality standards for effectively directing the program. • Compile and review reports and records of activities, services and/or changes as required to re-direct activities and services to attain objectives. • Analyze data to provide patterns and trends, and deliver conclusions/predictions that bring new insights to improve efficiencies, processes, and ideas. • Oversee client database for the maintenance of all employment clients. • Prepare and deliver presentations. • Attend weekly Latino Construction meetings • Remain current in all aspects of Employment trends. • Demonstrate experience working in a highly collaborative environment where teamwork, collegiality and self-motivation are necessary for success. • Advocate for the Workforce program to place people in jobs where language barriers exits. • Control expenditures in accordance with budget allocations. Qualifications: Bachelor's degree in Business, Social Services or Economics, with a minimum of 5 years work experience in job placement, job retention, and/or social services.
