Northeast Ohio Regional Sewer District Manager of Stormwater Design in Cleveland, Ohio

Description JOB SUMMARY Manages and directs all aspects of design work for projects under the Regional Stormwater Management Program (RSMP). Ensures stormwater construction plans meet water quality objectives and achieve goals within budget constraints. Participates in and trains others in proper execution of engineering work, particularly for high-risk projects. Partners with stormwater management and various team members for cohesive execution of projects. Manages workload, resources, priorities and multi-disciplinary project teams within the Sewer District. Performs other duties of a similar nature as may be required. ESSENTIAL FUNCTIONS - Manages and directs all aspects of design work for projects under the Regional Stormwater Management Program (RSMP). Ensures stormwater construction plans meet water quality objectives and achieve goals within budget constraints. - Oversees the creation of Requests for Qualification (RFQs), Requests for Proposal (RFPs) and program managers' negotiations for design consultants and design-build contractors within the program. Establishes program-specific design guidelines for the Stormwater Construction Program. - Oversees and monitors status of monthly consultant invoices submitted to the Sewer District for payment. - Attends required planning and progress meetings including design review meetings, internal pre-bid meetings and construction progress meetings. - Manages and motivates staff to obtain high productivity, results and morale. Appraises performance, creates staff development plans and individualized job training and coaching. Hires, trains and takes appropriate corrective actions as needed. - Supports the Stormwater Program Manager and assumes program management responsibilities for selected projects as necessary. - Collaborates with the Project Controls group to ensure accurate tracking of design projects. - Collaborates with stormwater construction management team to address and resolve project issues. - Manages professional services contracts and assumes project management roles as needed. - Mentors project management staff within their program as necessary. - Performs other duties of a similar nature as may be required. MINIMUM JOB REQUIREMENTS EDUCATION Candidate must possess bachelor's degree preferably in engineering, construction management or closely related field. EXPERIENCE - Candidate must possess five (5) years of progressive responsibility in the execution, delivery and performance of high-quality engineering designs within budget. Experience must include procurement process management and vendor/contract interaction. - Experience must include three (3) years of supervising, managing and/or leading people, projects and/or processes. - Experience in the stormwater management and natural stream channel design field is preferred. OTHER REQUIREMENTS LICENSURE AND CERTIFICATIONS - Current Professional Engineer (PE) license held in Ohio or another state preferred. - Candidate must possess a valid state of Ohio driver's license with a driving record in accordance with the Sewer District's acceptable guidelines.
