CLEARFIELD CITY CORPORATION Community Development Director in CLEARFIELD, Utah

GENERAL PURPOSE

Performs a variety of full professional, administrative and managerial duties related to planning, directing, organizing and controlling city-wide management functions for Community Development throughout the city including current and long-range planning and development, overseeing building permits and inspections, business licenses, code compliance, customer service responsibilities, including utility payments, cemetery reservations, parks and recreation registration.

 

SUPERVISION RECEIVED

Works under the broad guidance and direction of the City Manager.

 

SUPERVISION EXERCISED

Provides general supervision to the Senior Planner, Customer Service Manager and Building Inspection Staff.

EXAMPLE OF DUTIES

Work involves significant community engagement and public involvement with elected officials, citizens, neighborhood groups, and other governmental entities. As a member of the City's executive team, collaborates with the Executive Department, City Council, and other City departments on strategy and policy to ensure that the City's mission and core values are incorporated into operational activities and services. Considerable tact and courtesy must be exercised.

 

Assists in the development and general management of city; determines work priorities; develops guidelines and deadlines, initiates studies in zoning issues, development of ordinances, business regulations, and review of permits, architectural designs, traffic, etc.

 

Serves as administrative advisor and liaison to city manager, city council, citizens', committees, planning commission and boards as needed to inform and apprise on; policies and goals for city as it relates to the development of ordinances, business regulations, issuance of permits, and code compliance issues as well as daily operations of the customer service center.  

 

Attends city council meetings to apprise and advise city officials related to various city programs, services, and activities; commission meetings to represent city management.

 

Provides technical insight and recommendations related to planning and development policies, goals and objectives; receives directives, formulates implementation options and strategies, directs and conducts research, converts strategies to action plans with timetables and deadlines; allocates personnel and resources as needed to accomplish elected projects and programs.

 

Conducts public meetings and hearings as needed to solicit public response and apprise decision makers of policy and project options; educates the public through media, reports, public meetings and presentations.

 

Provides assistance in the development of short and long term economic and community development plans, as well as the gathering of information and preparation of studies, reports, and recommendations to achieve such goals. This will involve the preparation and maintenance of information on utilities, taxes, zoning, transportation, community services, and financing tools, in order to respond to requests for information, and coordinate with other departments and agencies as needed. 

 

Meets with public, developers, entrepreneurs, and contractors; discusses planning, zoning, and development issues; hosts clients, provides tours of the City, matches up appropriate interested parties for development projects, discusses capital improvement and community development related issues; interprets information in city pertaining to department responsibilities.

 

Plans, coordinates and provides overall direction for the various program activities of the department including; planning, customer service, utilities, recreation, licensing, cemetery, building inspections, motor pool and code enforcement.

 

Determines work priorities and delegates assignments to subordinate personnel; develops guidelines and deadlines; supervises staff; provides quality assurance review of work in progress; assists with the monitoring of consultant service contracts; performs critical incident or emergency decision making related to city service systems and commits city resources.

 

Directs subordinate personnel; implements city policy related to department functions; develops and recommends policy changes consistent with established City General plan, goals and objectives. Coordinates research and program options with other city departments; directs or conducts feasibility studies; prepares a variety of reports related to project options and progress; reviews and updates ordinances affecting planning, zoning, development, and related departmental areas; coordinates projects with other departments or governmental agencies.

 

Directs the technical functions of the department, i.e., plan reviews, field inspections, land use files, and code enforcement actions and cases, etc.

 

Directs the preparation and development of departmental budgets and monitors fiscal controls to assure conformity with established financial constraints; assists with the development of bid specifications for projects; coordinates bid processing and awards with city finance department.

 

Identifies sources for alternative funding related to special projects; applies for grants, implements administrative processes as needed to comply with grant conditions; monitors grant compliance to assure effective working relationships with funding agencies.

 

Perform on-going evaluation as needed to assure success of the programs and quality of staff performance.

 

Initiates and coordinates with Human Resource Division regarding various personnel actions such as recruitment, advancement, discipline, and discharge; manages and evaluates employee performance, hires, and fires.

 

MINIMUM QUALIFICATIONS

 

1.Education and Experience:

 

  1. Bachelors Degree from an accredited college or university in urban planning, public administration, business administration or related field. Preference given to candidates with a Masters Degree in a related field. 

AND

  1. Five (5) years of progressively responsible experience performing above or related duties; three (3) years of which must have been in a supervisory capacity.

OR

  1. An equivalent combination of education and experience.

     

2.Essential Functions, Knowledge, Skills, and Abilities:

 

Thorough knowledge of local government structure and operations, including principles and practices of comprehensive urban planning, economics, sociology and community organization as applied to urban planning; relationships between various factors affecting urban planning policy, such as economic, political, sociological, legal, etc.; research and statistical analysis and the evaluation of research data; land use, zoning, federal, state, and local laws; business and technical writing; principles of management, and employee motivation; the art of diplomacy and cooperative problem solving; interpersonal communications, and public relations. Some knowledge of general civil engineering principles and practices; legal environment associated with development projects, public works projects, construction, and maintenance.

 

Ability to analyze complex planning, development and zoning problems; communicate effectively verbally and in writing; de velop effective working relationships with supervisors, co-workers, elected officials and the public.
