Citigroup Vice President, Applications Development Senior Management, JPN in Chiyoda, Japan

The Applications Development Senior Manager is a senior management level position responsible for accomplishing results through the management of a team or department in an effort to establish and implement new or revised application systems and programs in coordination with the Technology team. The overall objective of this role is to drive applications systems analysis and programming activities.

Data Engineering Group’s Regulatory Technology team is responsible for implementing and maintaining technology solutions to satisfy regulatory obligations in the Japanese market.

This job involves collaborating with a dynamic global team that is developing Citi’s next generation Big Data Platform, in order to identify and acquire appropriate data assets to fulfill local regulatory needs.

In this role, you’re expected to:

  • Hands on technical expert in the core big data platform, SQL and cloud technologies

  • Design and model platforms for Japan regulatory requirements. (markets trading and related environment)

  • Collaborate with stakeholders, regulators and external-facing teams to understand functional requirements and develop solutions that address regulatory and business problems.

  • Break down complex business problems into functional / technical requirements for reporting and analytical deliverables.

  • Efficiently research and collect data on technical requirements from business users and technical staff.

  • Conducting development and change activities in accordance with Citi’s internal processes

  • In this role, candidate will be involved in building big data and batch solutions that leverage emerging technologies.

  • Utilize Citi’s technologies and architecture to transform raw data into meaningful and useful information to support regulatory, compliance, and business-performance management efforts.

  • Fully collaborate with local technology units as well as regional/global technology team members.

  • Fully collaborate with compliance team and each respective product (front-office) team

  • Mentoring junior team members

  • Utilize in-depth knowledge and skills across multiple Applications Development areas to provide technical oversight across systems and applications

  • Develop comprehensive knowledge of how areas of business integrate to accomplish business goals

  • Provide evaluative judgment based on analysis of factual data in complicated and unique situations

  • Impact the Applications Development area through monitoring delivery of end results, participate in budget management, and handling day-to-day staff management issues, including resource management and allocation of work within the team/project

  • Ensure essential procedures are followed and contribute to defining standards negotiating with external parties when necessary

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

As a successful candidate, you’d ideally have the following skills and exposure:

  • 15+ years of hands on (technical) experience in software development.

  • Thoroughness and organized leadership and management style is expected, as well as sound judgment.

  • Sound understanding of data modelling, different design paradigms and performance optimization.

  • Demonstrated ability to build processes that support data transformation, data structures, metadata, dependency and workload management

  • The candidate is expected to be dynamic, flexible with a high energy level, as this is a demanding and rapidly changing environment.

  • Strong interpersonal skills and ability to project manage and work with cross-functional teams.

  • Experience with and understanding of key Japan markets regulations.

  • Good functional understanding of the securities business (i.e., Equities, listed Derivatives, Future/Options, OTC products, etc.), order lifecycle is a must/ Front to back flow knowledge is a plus.

  • Experience working with, extracting value from large, disconnected and/or unstructured datasets.

  • Advanced SQL knowledge, complex query authoring on relational platforms as well as big data solutions such as Hive, Impala and Spark is required.

  • Experience performing root cause analysis on internal and external data and processes to answer specific business questions and identify opportunities for improvement.

  • Experience with the following tools and technologies:Hadoop, SparkRelational SQL and NoSQL databasesExperience with JavaExperience with dynamic scripting languages such as Python, Perl

  • Bilingual capability (in both Japanese and English language) will be preferred.

Education:

  • Bachelor’s degree/University degree or equivalent experience

  • Master’s degree preferred
