We have an opportunity at our corporate offices for a Budget Analyst II on our Center for Health Equity team. This is a hybrid position reporting two days a week in office.

As a Budget Analyst II, you will be responsible for the day-to-day budget and operations functions of CHE. Liaise with AMA finance, legal, corporate review units to accomplish CHE’s fiscal goals. Manage CHE’s annual budgets for all funding streams, as well as ensure proper expenditure of budgets.

RESPONSIBILITIES:

Financial Operations and Planning

  • Manage CHE’s annual budget development process, budget review preparation and submission for SMG approval.

  • Track and analyze subunit budgets to ensure CHE is keeping within authorized budget and to apprise the Director of Health Equity Operations of any under or overspending.

  • Assist CHE Directors and project managers to review and interpret their area's financial statement impact on budget and prior variances

  • Provide ongoing management of the budgets, payments, reallocations, capital requests and forecast planning activities and monthly reports, identify and collaborate with BU leadership to address areas of concern, and partner with AMA Finance to ensure compliance with policies

  • Provide financial analysis to facilitate high-level decision-making by management

  • Build plans to optimize CHE budgets and spending. Analyze internal unit budgets to highlight trends and opportunities for improvement and/or cost savings.

  • Identify and recommend/propose potential areas where existing policies or standard operating procedures require change, or new ones should be developed, especially regarding current financial systems practice.

    Contracts Management

  • Manage and track all contracts within the Center from intake to execution.

  • Oversee contract obligations and collaborate with OGC to resolve issues pertaining to compliance or breach to terms.

  • Provide consultation and training to guide CHE project, program, and BU leadership in navigating regulatory, contractual, and AMA corporate obligations (e.g. AMA HOD, Finance, and Corporate Review Team policy)

    Administrative and Operations Management

  • Identify and recommend/propose potential areas where existing policies or standard operating procedures require change, or new ones should be developed, especially regarding current financial systems practice.

  • Lead and manage the implementation of updated administrative and financial policies and procedures.

  • Collaborate on the development of CHE portfolio and business plans, highlight risks, and make recommendations and/or decisions to drive operational efficiencies, and business optimization,

  • Develop analyses reports and present to leadership to provide guidance on evolving financial, legal, compliance/risk management, and operations processes.

    May include other responsibilities as assigned

    REQUIREMENTS:

  • Bachelor’s Degree required. Prefer advanced course work and/or experience in business administration, health care administration, finance, law, compliance, or related field. Masters’ degree preferred.

  • Minimum 5+ years experience with budget planning and management and in operations management or logistics

  • Experience with contract formation preparation, negotiation, review and drafting in health care or related setting preferred

  • Basic understanding of US health care data privacy and security inducing HIPAA, HITECH and associated agreements, including but not limited to BAAs, DSAs and DUAs

  • Ability to identify key risk areas in a contract and budget

  • Demonstrated ability to work independently on multiple projects simultaneously; ability to effectively manage time, prioritize work, and multi-task across many assignments

  • Ability to interface effectively with people of varying disciplines, background, and expertise, including senior-level management

  • Strong written and oral communication skills; strong attention to detail in execution of work tasks

  • Some travel required
