Summary:

The Administrator 2 has the overall responsibility for the organization, supervision, and management of Division activities. The Administrator 2 leads the Division’s effort with identifying and promoting ways to continually improve the quality and efficiency of the Division and practice operations including gathering information on patient’s perceptions and preferences, efforts to transform the Division’s service culture and ensuring the successful growth of the Division’s program. In partnership with the division’s leaders, the Administrator 2 develops and leads the Division’s strategic planning process and is the primary administrative liaison for all scientific, clinical, and business relationships. The Administrator 2 demonstrates judgment to plan, objectively solve problems, make decisions, and manage change and conflict. The Administrator 2 creates and provides a work environment that motivates and promotes self-development, support, teamwork, and professional development. Collaboratively and effectively communicates with heads of other departments and divisions. Exemplifies the Rush mission, vision and ICARE values and acts in accordance with Rush policies and procedures.

Required Job Qualifications:

• Bachelor’s degree in business.

• Eight years’ experience in an administrator role with in higher education or healthcare setting.

• Excellent organizational and communications skills.

• Ability to collect information from various sources and synthesis it into workable reports.

• Mathematical abilities in order to prepare budgets and forecasts.

• Some statistical analysis using computer software to determine statistical significance, correlation and probabilities for research projects.

• Advanced Microsoft Office application (i.e. Excel, Word, Access, and PowerPoint) skills.

• Ability to handle several projects concurrently.

• Ability to work independently or part of a team.

• Strong communication, organization and problem-solving skills, and excellent interpersonal skills.

• Promotes a positive, harmonious and productive work environment to achieve the goals of the department with optimum efficiency.

• Ability to identify, troubleshoot, and resolve problems in a complex environment.

Responsibilities:

  1. Responsible for day-to-day clinical, research, and education operations of the Division including the preparation of all budgets, monthly monitoring of financial performance, direct supervision of the billing and collections process and the hiring and termination of Division employees.

  2. Responsible for facility management of the Division’s clinic and develops and implements policies and procedures to assure compliance and adherence to regulatory standards of an ambulatory care facility.

  3. Leads and prepares annual operational & revenue budgets. Financial performance monitoring of expenses/revenues, and identifies cost reduction opportunities.

  4. Revenue cycle responsibility incl. patient registration, charge collection, insurance statements, payment posting, EOB, collection program, refunds & adjustments. Develops, implements, and evaluates charge capture policies and procedures.

  5. Develops, oversees, and directs procedures for assuring accurate and timely recording of all essential financial transactions, commitments, and timetables.

  6. Monitors accounts receivable and provides regular financial reports.

  7. Analyzes financial reports and summarizes major funds/concepts.

  8. Directs monitoring of purchase orders for supplies and equipment, checks requests, and Staff Change Notices.

  9. Plans and directs Division’s personnel and administrative functions (hiring, termination, disciplinary action, orientation, training, & work performance).

  10. Develops and implements Dept. & personnel policies & procedures that are consistent with medical center guidelines & meets HCFA, JCAHO, and Corporate Compliance.

  11. Determines appropriate staffing needs.

  12. Directs and leads faculty recruitment process; develops financial models for revenue/activity projections.

  13. Assists with the development of the strategic plan for the Division’s growth and profitability.

  14. Acts as administrative liaison for all managed care activities, including physician credentialing.

  15. Responsible for developing and maintaining a service culture program for the Division in alignment with corporate goals.

  16. Manages & collaborates with physician leadership and management group to facilitate communication of goals, values & strategic plan.

  17. Identifies, develops and implements innovative quality improvement programs and processes.

  18. Attends and participates in Administrative meetings (Quality, Operations, MSP, HSAC, EPIC, HIPAA, RHA, JCAHO, RUMG, RCTA).

  19. Interacts with regional and national experts for sharing of information, experience, practice, and research.

  20. Attends appropriate training sessions/continuing education conferences to keep abreast of current practice developments.

  21. Maintains active membership in professional organizations and shares relevant information with staff.

  22. Promotes an environment amongst staff that includes open communication, collaboration, team approach, and service excellence.

  23. Assures that the Division maintains a high level of technical support for systems development, database management and systems support.

  24. Supervises the development of an informatics system and helps develop plan towards integrating institution databases.

  25. Manages the need for and recommends system software, contracts and consultations and upgrades.

  26. Directs and manages the implementation of new applications and major enhancements to existing software.

  27. Oversees the operations of the clinical practice, program development, and assists with building a strong physician referral base.

  28. Responsible for all clinical personnel and services provided within these areas to ensure optimal clinic performance.

  29. Responsible for the design, delivery & evaluation of clinic operations and the development of clinical operational policies & procedures.

  30. Responsible for developing the overall plans for performing high quality and cost effective research.

  31. Monitors metrics to improve study activation, patient enrollment, and overall research office performance.

  32. Develops and manages budget for the protocol office, monitors monthly accounts receivable report & tracks utilization of services.

  33. Leads the development and further enhancement of the Division’s research database to include budget development, sponsor billing, and subject reporting.
