Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for an EEO MGR, Position Description Number D1717000 and is part of the WY Human Resources Office, National Guard. Responsibilities This position is located in the Joint Force Headquarters, Wyoming National Guard's Human Resources Office, and will be supervised by and have direct access and advisory responsibility, to the Adjutant General (TAG) on all Equal Employment Opportunity (EEO) and diversity management issues. The position's purpose is to provide guidance and advice to the Adjutant General, senior commanders and managers on statutory requirements relating to the entire EEO program. The State Equal Employment Manager (SEEM) is the principal point of contact (POC) with the National Guard Bureau's Office of Equal Opportunity (NGB-EO) and the local district office of the Equal Employment Opportunity Commission (EEOC). Requirements Conditions of Employment KEY REQUIREMENTS: Must be assessed into WY ARNG before appt. May take up to 120 days. Must possess or be able to obtain a Secret security clearance within one year of appointment. Warrants & Officers not assigned to WYARNG must submit NGB Fm 62E with application. EMPLOYMENT CONDITIONS: Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination these military incentives. Qualifications TECHNICIAN INFO Type of Appointment: Permanent Tenure: Group 1 or 2 Work Schedule: Monday - Friday, 7:00 am - 4:30 pm FLSA: Exempt Telework: May be available on a case-by-case basis Para/Line: 1723/270 Selecting Official: Col Chavez MILITARY GRADE Min: CW2 / O2-1LT Max: CW4 / O5-LTC KNOWLEDGE, SKILLS, AND ABILITIES (KSAs) -- Knowledge and skill to manage an EEO program, develop affirmative action plans, resolve complaints, and advise management, supervisors, and employees. -- Knowledge of Federal equal employment opportunity principles, laws, regulations and policies, and relevant decisions to recognize and solve individual equal employment opportunity problems, and to make technical recommendations for decisions in complaint cases; -- Thorough understanding of the kinds of management actions and employment practices and conditions that constitute barriers to equal employee opportunity (such as improper supervisory practices), and to develop staff recommendations to management; -- General knowledge of Federal Human Resources administration, to include policies and practices, appeals and grievances, and labor relations, in order to provide expert technical advice or assistance to answer questions, solve problems, or understand technical personnel issues; -- Skill in managing a program including organizing an office, problem solving, motivating others to take necessary actions, and negotiating allocation of resources for the program (primarily the amount of the budget and the allocation of part-time counselors); and -- Oral communication and writing skills to make presentations, conduct training seminars, negotiate settlements, and write proposed decisions in complaint cases. -- Knowledge of the organizational structure of the installation including the assignment of functions to subordinate organizations, nature of their missions, and composition of the work forced by occupations, relative to grade levels, race, sex, and other relevant characteristics. SPECIALIZED EXPERIENCE: Must possess at least 36 months experience, education, or training involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Equal Employment Opportunity (EEO) to the unique organizational, management, and mission requirements. Experience assisting in the development of Equal Employment Opportunity (EEO) policies and procedures. Experience advising management on Equal Employment Opportunity (EEO) principles and practices. NOTE: Specialized Experience will be used to determine qualifications for the announced position.
