Phoenix Group of Virginia Project Engineer - SBIR TO1 in Chesapeake, Virginia

Phoenix Group of Virginia seeks an experienced Navy Project Engineer to support the Program Executive Office Aircraft Carriers (PEO Carriers) new construction and transition programs.This position helpsPEO Carriers manage theshipstransition from new construction to an in-service, mission-ready Fleet asset.The Project Engineer liaises between the Program Office,Supervisor of Shipbuilding Conversion and Repair, Newport News(SOSNN), Huntington Ingalls Industries - Newport News Shipbuilding (HII-NNS),Commander Naval Air Forces Atlantic (CNAL)and Ships Force to complete alloutstandingshipboard constructionand deliveryworkasdirectedby PEO Carriers. An exceptionally qualifiedcandidate understands Navyship delivery,contracts,and programmaticrequirements,testsandtrialsprocesses,and fleet acceptanceapproaches.Thecandidateunderstands Aircraft Carriernew constructionbuild, test and turnoverprocessesand metrics.Salary range for this role is $95,000 - $100,000 annually.

Duties include:

Support monthly CVN construction, production, modernization and change metrics.Analyzedataregularly with eventual automation of the analyses. Identifyand communicateschedule and financial execution risks associatedwithbaselineshipcontractas well asphased-in capability / modernizationproductioncompletion,ship delivery andpost-deliverytests and trials, and transition to in-service.

Coordinateship transition activitiesamongstakeholders,responsibleorganizationsand repair activities, includingPMS 378,HII-NNS,SOSNN,publicshipyards,Regional Maintenance Centers,Participating Acquisition Resource Managers (PARMs), Warfare Centers, In-Service Engineering Agents,Type Commander,andShips Force on Trial Cardrepairassignments / adjudication/workcompletions, andup-linetrial cardclosure reporting. Preparestatus and progressbriefs for Program Office and Navy leadership.

Assist government implementation of theCVN 79 DeliveryManagementPlantoinclude:completedbuild, test and turnover of ship systems and compartments;modernizationship changes;incomplete / deferred workand plan to completepost-delivery;Government certification of shipboard systems;Ships Force readiness, crew certification,andFast Cruise;Builders Trials;Board of Inspection and Survey (INSURV) inspection / Acceptance Trials;outfitting / equipage / onboard spares; and ILS deliverables.

SupportPEO Carriersand CVNProgram Officeproduction,testand deliverymeetings. Gather and analyze information, preparereportsand recommendimprovementsto help PEO Carriers manage the program well.

Position Requirements:

  • Education:Bachelor of Science in Engineering
  • Military Experience:Nonerequired. Navyexpertisehighly desirable
  • Skills:
    • Extensive project and program managementwith Project Management Professional (PMP)practices readily used.
    • Translateprivateshipyard work, reports and metricsto Navyandcontractual requirements and terminology.
    • Masterknowledge and understanding of engineering concepts and applicationstorendertechnicaladvice for options to resolve open/incomplete workitems.
    • Excellent industrial work scheduling and planning for multiple trade skills.
