Position Purpose

As a NOC operator, this position is responsible for monitoring and managing the health of TVA’s telecommunications systems, SCADA, and the operations critical server, network and control center applications.

The NOC Operator position resides within the Central Operations & Infrastructure section of the Transmission Operations & Power Supply organization. This position is responsible for monitoring and managing the health of TVA’s telecommunication systems, SCADA, and operations critical server, network and control center applications 24/7 365 days a year.

Principal Accountabilities

  • Primary point of contact for reporting and coordinating resolution of communication and control systems problems.

  • Availability to support a 24-hour/7-day per week shift schedule.

  • Provide monitoring and support service for critical energy infrastructure consisting of a Supervisor Control and Data Acquisition/Energy Management System (SCADA/EMS), applications, desktop, networks, telephones, and all other electronic systems supporting operation of the TVA bulk-power system.

  • Interfaces with system operators, transmission system operators, reliability operations, Hydro Dispatch operators, other utility operators, to give direction to various groups for maintenance, site access, and outage information for sites in the TVA region.

  • Monitor the TVA communication networks by way of various alarm monitoring tools which cover all TVA’s fiber networks, digital microwave systems as well as stations monitored remotely by alarm reporting units.

  • Provide monitoring, management and real time support of the TVA PowerWan (Wide Area Network) for operational systems.

  • Provides notifications for TVA Partners for planned and unplanned fiber outages on TVA controlled Fiber Optics.

  • Responsible for coordination and assembly of the operations first responder team for recovery of High and Medium impact Bulk Electric Systems (BES) and Electronic Access Control and Monitoring Systems (EACMS).

  • Monitor Software systems for operational integrity. Loss of these systems impacts Power System operation by the Balancing Authority, Transmission Operations, Hydro Automation, and the Reliability Coordinators.

  • Provide support as a point of contact for plant trunked radio system, including Field Operations and TVA Police land mobile radio system.

  • Point of contact for external lease line service providers and Operations.

  • Solve complex system issues utilizing an in-depth knowledge of Network Operations.

Minimum Requirements:

Education. – Bachelor’s degree in a technical field or the equivalent in education, training and work experience.

Experience. - Seven or more years experience in field operations with senior level communications emphasis required with a minimum of 5 years experience in capital project and/or operations and maintenance work.

Certification/License, etc— Must be able to obtain and maintain NERC and Sensitive Clearance based on position/access requirements and essential job functions. Must be able to obtain and maintain FFD program Integrity Clearance.

Knowledge/Skills/Abilities—Extensive knowledge of Telecommunication systems preferred. Requires a strong problem solving, customer service orientation & strong communication abilities. Requires the ability to work independently with minimal guidance.
