Job Summary

Issues subcontracts under client prime contracts for goods and services of a moderate to high complexity and risk to the business unit. Subcontract activity may be non-routine and require development of specialized and or complex contract vehicles and techniques to accomplish business goals and objectives. Applies Battelle policies, procedures and practices to the business situation. Displays independent judgment and analysis of significant issue identification and resolution. May recommend development of new subcontract processes or assessment of required deviations from established norm. Acts as a resource for advice, counsel and guidance.

Responsibilities

  • Prepares solicitations and ensures completeness and responsiveness to vendor and internal client needs. Ensures solicitations conform to corporate policy, business, financial, contractual and risk perspectives and may contribute to the development of the general subcontract strategy.

  • Identifies appropriate contract vehicle type to achieve intended results and mitigate risk. Reviews the Statement of Work (SOW, schedule and deliverables) and drafts appropriate solicitation/subcontract documents. Reviews Battelle’s client contract or RFP to assure all flow-down terms and conditions, tailored to circumstances are included in the RFP request to the vendor.

  • Analyzes prime contract requirements, special provisions, and terms and conditions to ensure compliance with appropriate laws, regulations and Battelle policies. Drafts/develops, negotiates and administers contractual agreements for assigned programs. Initiates negotiations with vendor for agreement terms and pricing. Develops solutions to problems encountered in negotiations.

  • Maintains subcontract files in an audit-ready condition, conforms to standard practices and Battelle operating procedures and in a manner consistent with legal requirements for maintaining approved purchasing system status.

  • Works with proposal teams on a wide variety of major proposal efforts ranging from stand-alone contracts to multi-million dollar IDIQ efforts. Assists with the Price to Win Strategy and Performance Strategy as it relates to Subcontractors or Team Members. Issues and negotiates Teaming Agreements and Confidentiality Disclosure Agreements (CDA’s).

  • Identifies compliance problems and develops solutions for approval of high level staff/management. Develops solutions in solving problems that may arise during project performance.

  • Knowledgeable and current in new law, regulation and contract trends for potential impact on subcontract goals and objectives. May lead teams in identification, development and implementation of new subcontract policy and processes.

  • Assists senior subcontract staff and/or other technical, support, or management staff of market, technical, and administrative trends and problems within assigned area.

  • Mentors, trains and develops lower level subcontract staff to assume more complex contract activity. May provide some performance feedback to directors.

Key Qualifications

  • Bachelor’s degree; eight years of relevant experience; or an equivalent combination of education and or experience in a related field.
