SAIC Strategic Communication Analyst in CHANTILLY, Virginia
Description
SAIC is seeking a Strategic Communication Analyst to provide outreach support to the NRO's Ground Enterprise Directorate (GED) Integrated Systems Program Office (ISPO). The ISPO is an OPIR Joint Program Office responsible for acquiring the Overhead Persistence GEOINT Architecture (OPGA) that will provide the user community with OPIR capabilities in a modular, open architecture that provides global, persistent, real-time surveillance and activity-based intelligence information. This position supports a hybrid Agile process with the Government as the overall integrator in a Cloud Environment.
The successful candidate will be responsible for implementing a formal Outreach Program for disseminating ISPO key messages to the OPIR community and stakeholders to achieve a broader understanding of the phenomenology, establish credibility and obtain support across the community and improve integration into the broader GEOINT enterprise.
SPECIFIC TASKING/PROJECT SUPPORT:
Build relationships within the OPIR community to create opportunities for future engagements and to reach additional stakeholders
Develop strategic messages for key stakeholders in coordination with leadership and subject matter experts
Review talking points for briefers and identify opportunities to insert additional strategic messaging specific to the stakeholders being briefed
Facilitate creation of “off-the-shelf” overview presentations for various OPIR teams and mission threads
Oversee coordination of the ISPO Weekly Activity Report (WAR) to ensure timely submissions and that language is appropriate for a senior level audience
Lead digital outreach efforts including expanding the OPRI footprint on the Enterprise Resource Center (EFC) and maintaining internally facing Outreach Confluence web pages and externally facing SharePoint web pages
Track data and develop metrics for the number and type of internal and external stakeholder engagements
Develop additional performance indicators for measuring the success of strategic engagements and outreach efforts and routinely present to leadership through briefings and visual information
Conduct recurring mission and organization overview trainings to new employees and external stakeholders
Qualifications
REQUIRED QUALIFICATIONS:
TYPICAL EDUCATION AND EXPERIENCE:Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience; PhD or JD and ten (10) years or more experience.
Must be a US Citizen with active TS/SCI security clearance with polygraph
Broad understanding of space and/or ground systems, hardware, software, operations, and their interdependence
Strong (written and verbal) communication and interpersonal skills to engage and motivate stakeholders at all levels.
Ability to clearly articulate and tailor messages to a variety of audiences
Ability to work in a fast paced, dynamic, and energetic team environment.
Effective technical writing and briefing skills
Working knowledge of AGILE Scrum and SAFe software development methods
Working knowledge of Jira, Confluence and SharePoint
Working knowledge of IC principles, procedures
Proficient with Microsoft Office Suite and various SE, PM tools
DESIRED QUALIFICATIONS:
Experience in data analysis
SAFe Agilist certification
