    Where You Will Work

The Systems Engineering Directorate (SED) is looking for an individual to serve as Deputy for Business Operations.  This position provides leadership and expertise with the business functions required to keep the Directorate running. This includes liaison with contracts and financial management personnel and systems, and organization of various forums and mechanisms for the planning of future Systems Engineering work.  The nature of the position demands the selected candidate have strong communication skills (written and oral), the ability to operate autonomously with minimal supervision, exercise sound judgement, provide decision-making support to leadership (O-6/SES-level), and manage competing needs/priorities. The individual will be part of the SED FO team and collaborate across SED Offices and the Enterprise as necessary. The selected officer will have a wide-ranging portfolio that includes managing award fee processes for 6 SETA contracts, assisting in the preparation of SED budgetary documents (IPBS, GEAC, etc), facilitating the adjudication of unfunded requirement requests, innovating and implementing processes for work planning, and working with a team of Contracting professionals and COTRs to manage contractor performance.

    What You Will Be Doing 

     

  • Develop SED acquisition strategy and planning documentation, cost estimates, acquisition schedules, conduct market research, collaborate transparently with SED and NRO stakeholders and obtain Acquisition Strategy Council (ASC) approval on behalf of SED

  • Plan for coverage of key contract related SED positions, including nomination of COTRs, acquisition team and source selection team members (as necessary) to D/SED

  • Lead regular SED review of contract execution and planning for under/over runs of contracts

  • Execute the SED resource planning processes and maintain SED requirements database, unfunded requirements listing and other resource planning data, as appropriate

  • Lead SED resource planning, including strategic planning, road mapping, requirements consolidation, prioritization and deconfliction, and production of the annual SED inputs to the NRO budget submission process

  • Coordinate resource prioritization discussions across SED stakeholders and drive resource conflicts to decision at the SED Resource Management Board

  • Coordinate resource planning activities for MSA resources, including coordination with appropriate SED offices, Ds&Os, and BPO stakeholders in collaboration with Program Control

  • Establish and maintain a charter for the SED Resource Management Board; serve as a voting member of and facilitator for the same

  • Facilitate execution of the quarterly SED Integrated Work Planning and Execution process

  • Develop and maintain collaboration tools, dashboards, web sites, etc required for the execution of the above tasks

  • Other duties as assigned

    What You Need

     

  • Expertise and knowledge of executive correspondence, demonstrated excellence in written and oral communication skills

  • Strong presentation skills and demonstrated ability to present information in group settings

  • Solid understanding of the NRO's missions

  • Strong interpersonal skills and the ability to develop and sustain relationships across the organization, to include senior level offices

  • Proficient using SharePoint, Microsoft Outlook, Word, Power Point, and Confluence

  • Experience and/or familiarization with NRO financial management tools and processes

  • Ability to prioritize and manage multiple tasks; work well under pressure, while exercising tact and diplomacy

    Desired Qualifications

     

  • Knowledge of DoD and Intelligence Community (IC) organizations, missions, relevant policies, and processes

  • Knowledge of NRO goals and objectives, organizations, programs, missions, and functions to perform comprehensive analysis and studies in assigned functional areas; and knowledge of DoD and IC goals and objectives

  • Sound understanding of intelligence satellite systems

  • Working knowledge of Jira and agile work management processes

  • Familiarity with DoD and IC contracting tools and processes

    Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume.

  • Overtime Statement:  MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

  • Travel Statement:  MAY be required to travel in military or commercial aircraft to perform temporary duty assignments.

Salary

2025 salary range for the Washington, DC area:

GG-13: $120,579 - $156,755

**This position is a Full Performance Level DCIPS position. Hiring Incentives

Trial Period
