Basic Eligibility for a Position with the NRO

    Where You Will Work 

    The Accessibility and Accommodations Program( AAP), housed in the Office of Equal Employment Opportunity( OEEO), provides guidance and assistance to ensure NRO meets its responsibilities under the  Rehabilitation Act of 1973 and its amendments, and similar laws. This includes facilitating requests for reasonable accommodations and acting as a resource for anyone with questions arising in those areas.

    The Accessibility/Reasonable Accommodation Specialist is expected to be an integral part of NRO’s compliance framework while providing competent, consistent, and compassionate service through AAP. The nature of the position demands the selected candidate have strong communication skills (written and oral), the ability to operate autonomously with minimal supervision, exercise sound judgement, provide support to staff, and manage competing needs/priorities.

    What You Will Be Doing 

    As an experienced Reasonable Accommodation/Accessibility Specialist, the selectee will:

     

  • Serve as an integral part of NRO’s compliance framework while providing competent, consistent, and compassionate service through AAP

  • Ensure accommodations for individuals are in accordance with the Rehab Act of 1973 as amended, the Americans with Disabilities Act Amendments Act (ADAAA), and guidance from the Equal Employment Opportunity Commission (EEOC)

  • Provide consultant services and/or programs in areas of reasonable accommodation. Jon assignments are varied and complex, covering a broad range of reasonable accommodation issues and require in-depth analysis

  • Use technical skill to develop the overall  reasonable accommodation plans and operating methods for  job assignments

  • Propose and implement alternative solutions to problems or issues of a unique or precedent-setting nature

  • Develop comprehensive reports regarding reasonable accommodation requests. These reports will encompass the number of cases processed, the types of accommodations requested/provided, the organization of the request, and any costs associated with the accommodation

  • Provide advisory services to management on reasonable accommodation requests per guidance and applicable laws governing reasonable accommodation/disability employment

  • Timely and effectively assess and determine the need for disability-related accommodations for employees and applicants

  • Evaluate appropriate medical documentation, meeting with employees and applicants individually to discuss barriers in the work setting and identifying appropriate accommodations, collaborating with supervisors and managers, staff, and relevant mission partners to implement accommodations effectively

  • Maintain accurate and confidential records of employee and applicant  interactions, accommodation requests, and any other relevant information

  • Participate in the formulation and regular review of AAP policies, procedures, and documentation guidelines, as well as implementing these policies and procedures

  • Determine appropriate provisions of auxiliary aids and services

  • Facilitating and respond to employee and applicant  accommodation requests

  • Provide support

  • Perform other related duties incidental to the work described herein

    What You Need 

     

  • Expertise and knowledge of executive correspondence, demonstrated excellence in written and oral communication skills.

  • Strong representational skills and demonstrated ability to present information in group settings.

  • Solid understanding of the NRO's missions.

  • Strong interpersonal skills and the ability to develop and sustain relationships across the organization, to include senior level offices.

  • Proficient using SharePoint, Microsoft Outlook, Word, Power Point, and Excel.

  • Ability to prioritize and manage multiple tasks; work well under pressure, while exercising tact and diplomacy.

    Desired Qualifications

    The preferred candidate will have ADA experience in a higher education environment, accessibility review/ reasonable accommodations coordination field in government, or other public/private organizations and will possess direct experience and knowledge of the following:

  • Knowledge of the Rehab Act of 1973 as amended, the Americans with Disabilities Act Amendments Act (ADAAA), and guidance from the Equal Employment Opportunity Commission (EEOC)

  • Digital accessibility standards

  • The interactive process to determine reasonable accommodations for employees and applicants

  • Adaptive equipment and assistive technology, including speech to text

  • Knowledge of DoD and Intelligence Community (IC) organizations, missions, relevant policies, and processes

  • Knowledge of NRO goals and objectives, organizations, programs, missions, and functions to perform comprehensive analysis and studies in assigned functional areas; and knowledge of DoD and IC goals and objectives

  • Sound understanding of intelligence satellite systems

    Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume. 

    Other Information

     

  • Overtime Statement:  MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

  • Travel Statement:  MAY be required to travel in military or commercial aircraft to perform temporary duty assignments.

    Salary

    2024 salary range for the Washington, DC area:

    GG-13: $117,962 – $153,354

    This position is a Full Performance Level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position.  To qualify for the position, federal government employees MUST currently be at the GG-13 grade level and may ONLY apply for a lateral reassignment at their current grade level and step. Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade per IAW DoD 1400.25 Volume 2006.

    Hiring Incentives

    Trial Period

    All new DCIPS employees (https://dcips.defense.gov/) will be required to serve a 2-year trial period.
