Job Description:

Parsons is looking for an amazingly talented HR Compliance Senior Consultant to join our team! As a member of Parsons newly established Employee Relations and Compliance team, your primary role will include creating and deploying strategies and solutions to maintain and progress our affirmative action and federal contractor compliance programs and ensuring compliance with federal, state, and local EEO laws and regulations.

What You'll Be Doing:

  • Develop, implement, and monitor AAPs and AA compliance, and lead the response to Department of Labor (OFCCP) audits.

  • Be responsible for all HR compliance filings including, but not limited to EEO-1, VETS 4212, CA and IL pay data/equity submissions, Davis Bacon Act compliance, Federal Contractor Program and provincial filings (Canada).

  • Prepare, manage, communicate, and educate partners on EEO and FCP compliance commitments and organizational goals, policies, and practices.

  • Develop sophisticated reports and presentations tailored to senior leadership, synthesizing complex data into actionable insights and strategic recommendations.

  • Establish a self-audit and compliance monitoring programs to ensure compliance with federal, provincial (Canada), state and local EEO laws and regulations, including self-audit assessments and framework around selection, hiring, recordkeeping and accessibility practices.

  • Collaborate with Legal, to track changes to federal, provincial (Canada), state and local EEO laws and regulations, and work with relevant stakeholders (HR, legal, compensation, benefits etc.) to implement actions to ensure compliance (including e.g. compliance with labor law postings at worksites).

  • Draft, modify, and/or implement HR EEO compliance policies and procedures.

  • Develop and propose corrective actions and establish protocols for OFCCP and other government agency audit preparation and compliance reviews.

  • Partner cross-functionally with business units as the Compliance SME to promote diversity, equity, inclusivity, and accessibility.

  • Coordinate internal/external requests for EEO/Disability Equality and other survey information.

  • Partner closely with DEI, Talent Acquisition, Legal, HR, Security & and other COE teams to help drive EEO compliance.

  • Exercise expert judgement in evaluating the significance and implications of data findings, providing guidance and recommendations to HR leadership based on strong compliance knowledge and experience.

  • Apply advanced critical thinking and problem-solving skills to address complex compliance challenges, identifying innovative solutions and driving continuous improvement initiatives.

What Required Skills You'll Bring:

  • 10+ years’ experience in HR or Legal compliance, preferably within the government contracting industry.

  • Strong working knowledge of human resources processes and risk/compliance management concepts, including federal, state and local EEO laws and regulations.

  • Experience in leading audits/assessments, including response to government employment audits preferred.

  • Excellent communication and presentation skills.

  • Proven ability to collaborate cross-functionally, build strong relationships and become a trusted partner.

  • Ability to conduct and interpret complex statistical analyses, with advanced knowledge of Excel.

  • Experience developing policies, guidelines, and procedures, and managing process improvements.

  • Experience working in a large-scale, complex, and fast-paced environment.

What Desired Skills You'll Bring:

  • Prior experience leading pay equity analysis.

  • Experience developing, managing, and monitoring Affirmative Action Plans.

  • Experience with SCA, PGE and similar regulations, as well as international operations experience.

  • Working knowledge of provincial (Canada) human resources processes and/or compliance management concepts and regulations and the Federal Contractors Program.

Salary Range:

$104,200.00 - $182,400.00
