Description

This is a full-time, FLSA Exempt position with Carson City Information Technology, located in Carson City, NV.Under general supervision, performs routine to complex project and analytical support for the management, maintenance and upgrade of all City-wide VoIP and network systems, such as Local Area Networks (LAN), Wide Area Networks (WAN), Internet, intranet and other data communications systems.; functions as technical expert and service provider to system users providing basic research, routine to complex analysis and assists in business systems service and enhancements.

  • Maintains networked systems operations and services; resolves issues in an efficient and effective manner.
  • Completes assigned projects/installations; plans, organizes, communicates and documents all facets of projects.
  • Assists with the implementation and conducts maintenance of cyber security measures for servers, networks, applications, and endpoints; performs maintenance.
  • Coordinates and participates in the installation of low voltage cabling; manages contracted jobs and validates the contractors work quality.
  • Installs, configures, and maintains server enclosures and related equipment.
  • Establishes network specifications by conferring with users; analyzes workflow, access, information and security requirements.
  • Assists with purchasing/acquisition and implementation of new hardware and software solutions.
  • Installs and supports data and voice network infrastructure.
  • Analyzes information to identify and resolve network-related issues.
  • Assists with the installation and upgrade of LAN/WAN equipment and firewalls.
  • Maintains network performance by conducting network monitoring, analysis and troubleshooting.
  • Ensures network security through development and monitoring of network access.
  • Maintains current knowledge of technology; provides end user support for a wide variety of technology.
  • Uses standard office equipment, including a computer, in the course of the work; drives a personal or City motor vehicle to attend meetings and visit off-site City locations.
  • Prepares a variety of technical and statistical reports, correspondence, procedures and other written mate ials.
  • Demonstrates courteous and cooperative behavior when interacting with elected officials, clients, visitors, and staff; acts in a manner that promotes a harmonious and effective workplace environment
Typical Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience: Bachelors Degree in Computer Science, Information Technology, or related field; AND two (2) years of professional information technology network development and administration experience; OR an equivalent combination of education, training and experience as determined by Human Resources.

REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS: The following licenses/certificates must be possessed at time of hire/promotion unless otherwise stated and must remain valid and in good standing during employment:

  • Valid drivers license

Required Knowledge and Skills Knowledge of:

  • Principles and practices of systems analysis and design in the applicable network environment.
  • Configuring and maintaining compute, storage and network virtualization platforms utilizing VMware and cloud.
  • The Windows operating system and command line tools, the Linux operating system and command line tools, and related deep-dive analysis tools.
  • Configuring and troubleshooting network and telecommunications hardware and software, including wireless networks.
  • Network protocols, TCP/IP, and packet capture analysis with tools such as Wireshark.
  • Cyber security vulnerabilities, mitigation strategies, network security, and how to apply security controls.
  • Intrusion detection systems, firewalls, web application firewalls and VPNs.
  • Configuring network operating systems from major manufacturers.
  • How to troubleshoot network routing protocols.
  • Encryption technologies and PKI, including internal and public certificate authorities.
  • Identity, authentication and authorization technologies.
  • Multifactor authentication and single sign-on technologies.
  • Automating tasks and configurations using scripting languages.
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
  • Techniques for dealing with a variety of individuals, at all levels of responsibility, in person and over the telephone.
  • Communicating effectively in oral and written forms.

Skill in:

Analyzing and documenting processes, requirements, and outputs such as test results.

Learning numerous complex components of business systems and applications, reporting methods, and requirements.

Preparing clear and concise program documentation, user procedures, correspondence, reports, and other written materials.

Communicating effectively, both orally and in writing, with a variety of individuals in person and over the telephone in resolving issues and/or preparing clear concise user requirements.

Instructing users in the use of new or enhanced business applications, including explaining technical concepts to non-technical users.
