Monterey Peninsula Regional Park District Resource Management Specialist in Carmel, California
DEFINITION
Under direct or general supervision, performs a wide range of activities including coordination of design and implementation of capital improvement projects with the Districts divisions, natural resource preservation, protection, and restoration projects, and, in coordination with the Districts divisions preparing land use and management plans for new and existing parks and preserves. In coordination with the Planning and Conservation Divisions staff, develops and implements natural and cultural resource management policies, procedures, programs, plans, and conducts monitoring and reporting activities; secures permits and necessary agency approvals; researches, pursues, and secures grant funding for resource stewardship projects; serves as subject matter expert to other District staff to ensure projects and programs are in compliance with local, state, federal and District regulatory requirements, policies and best management practices; collects field data, conducts surveys, and commissions resource studies as necessary to effectively steward and protect park resources; maintains up-to-date GIS inventories of natural and cultural resources on District properties; coordinates with outside agencies to share information and collaborate on projects and programs; coordinates efforts among District staff and external consultants, contractors, and agencies; provides highly responsible and complex professional assistance to the District staff in areas of expertise; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives direct or general supervision from the Planning and Conservation Program Manager. May coordinate technical and functional practices with division and District staff, interns, consultants, contractors, and/or volunteers.
CLASS CHARACTERISTICS
The Resource Management Specialist is a fully experienced position, expected to perform the full range of assigned professional and technical resource management work, including project management, securing permits, and ensuring compliance with CEQA and other applicable environmental regulations, developing and implementing resource management projects and programs, and conducting monitoring and inventories to assess the status of natural and cultural resources. Incumbent at this level is expected to work as a division and District team member or independently, exercise sound judgment and initiative, and receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the Districts operating procedures and policies of the District.

Assists with or leads a variety of projects or assignments:
Performs research, provides analysis, collects data, conducts field and resource assessments, and makes recommendations related to culture, natural resource, and capital improvement projects;
Develops and implements integrated resource management projects, programs, plans, and policies in accordance with established District policies and emerging best management practices;
In coordination with District staff, conducts or oversees resource inventories and assessments to identify and prioritize cultural and natural resource stewardship and enhancement activities on District properties;
Develops or assists with development and implementation of fire/fuel reduction, invasive plant management, post-wildfire and flood event environmental restoration, and enhancement projects, and associated capital improvements on properties managed by the District;
Prepares or assists with preparation of property, cultural, and natural resource management plans, baseline documentation and annual monitoring reports, and compliance eports as necessary for grant-funded mitigation projects as required by funders or regulatory agencies;
Prepares or assists with preparation of regulatory permit applications and other approvals required for resource management programs, and serves as a technical expert to support other District staff regarding permit applications for planning, capital improvement, and maintenance projects;
Oversees or assists with oversight of the Districts conservation grazing programs, monitors pasture and resource conditions, and works collaboratively with grazing lessee to adaptively manage livestock grazing to meet resource management goals in accordance with lease terms;
Works closely with partner agencies and organizations to develop land management agreements, programmatic permits, and other strategies to streamline and enhance Districts stewardship activities;
Researches, pursues, and secures grant or partner funding opportunities for key real property acquisitions, projects, and resource management programs;
Administers project budgets under the direction of the Districts Budget and Finance divisions;
Prepares budgets for the District's cyclical resource management efforts, and makes recommendations for program development including staff development and training;
Conducts environmental assessments and prepares necessary documentation to ensure compliance with CEQA, NEPA, and other environmental regulations;
