Project Overview:

Bechtel currently manages the Mobile Launcher 2 Project which is the design and construction of a launch platform for the National Aeronautics and Space Administration (NASA). The purpose of ML2, located at Kennedy Space Center (KSC), is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill America’s need for deep space missions.

Job Summary:

In this role, you will lead, implement, and maintain global construction field welding programs and provide specialized welding engineering support. You will manage, inspect, and monitor the welding test lab, the rod room, the weld heat treatment program, and the laboratory quality plan. Your technical advice will help ensure defects, behaviors, and other issues are rectified prior to final inspection. This is a nightshift role. #LI-CL1

Major Responsibilities:

Field Welding Engineer

  • Implements and maintains Bechtel Field Welding program, may also be assigned as Lead Field Welding Engineer on large projects.

  • Provides specialized welding engineering support for construction to ensure construction meets all code, client/engineering specifications, and Bechtel procedures and standards.

  • Assists in the management of the pre- and post-weld heat treatment program.

  • Assists in the management of the rod room and rod room attendant to ensure all weld filler materials are controlled so to meet Bechtel, code, and client requirements.

Additional Requirements for Post Weld Heat Treatment Coordinator

  • Coordinates work activities of subcontractor and direct hire pre/PWHT personnel.

  • Possesses working knowledge of Bechtel's corporate pre/PWHT procedure (PHT-2) and other welding procedures/standards.

  • Supports the crafts in meeting cost and schedules.

Additional Requirements for NDE Level III

  • Maintains and implements Bechtel’s Nondestructive Examination Qualification and Certification of NDE personnel (NEPQ).

  • Implements Bechtel’s Welding Program in relation to requirements of the various GBUs.

  • Prepares, develops, and qualifies NDE procedures, which also includes specialized NDE procedures.

Other Responsibilities:

  • Provides technical assistance to field superintendents and craft.

  • Implementation of the project ES&H program and quality control program.

  • Coordinates review of subcontractor submittals with corporate welding & NDE.

  • Provides specialized welding engineering support to ensure completed welds are accessible for NDE (complete, located and flagged, clear of coatings).

  • When necessary, supports and maintains the welding test shop.

  • Supports the crafts in meeting quality requirements to maintain cost and schedule.

  • Verification of materials, workmanship, and specification/code requirements.

  • Interface with the Lead Welding Engineer for direction of work task assigned.

  • Performs oversight of inspections and documentation of all subcontractor welding & NDE work in progress on a continuing basis.

  • Manages and provides interface and coordination with Field Welding, Construction Supervision, and NDE Subcontractor (through the Bechtel STR’s).

  • Supports and participates in Welder Training, Rod Room issue process, and working with Supervision and Training team for continuous improvements.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.​

  • PWHT Coordinator​.

  • 12-14 years of industry experience performing and implementing Post Weld Heat Treatment on large-scale projects. ​

  • NDE Level III​.

  • Certified Level II VT / UT Level III.

  • Must be physically capable to conduct field inspections and participate in project walk-downs which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, maneuvering around very small and/or confined spaces. and lifting 60 lbs. without assistance.

  • WITS/Arcstryker and TeamWorks database experience preferred.

  • Mechanical/Piping system construction installation and inspection experience.

  • Recent Bechtel experience as a Welding/Mechanical/Piping Field Engineer or Lead Welding/Mechanical/Piping Field Engineer at a large EPC Project (preferred).

Required Knowledge, Skills, and Abilities:

  • Candidate should be a self-starter, highly motivated, requiring little supervision, and able to work well in a team environment.

  • Candidate should have a good working knowledge of current design codes and standards such as UPC, IBC, SMACNA, ASME, AWS, and NFPA.

  • Candidate should have a good working knowledge of welding technical and practical applications such as SMAW, GTAW, FCAW, Orbital Welding.

  • Candidate should have a good working knowledge of Preheat/Post Weld Heat Treatments, equipment, and consumables.

  • A sound knowledge base of environmental, safety and health compliance standards required on government projects.

  • Ability to provide clear and precise verbal and written communications with design engineers in order to assist with the project review.

  • Strong ability to read, understand, and interpret structural/mechanical/piping/electrical construction drawings.

  • Strong understanding of change management and configuration control processes.

  • Technical knowledge of a specialized engineering discipline, cost, scheduling, and contracts administration relating to the construction of heavy industrial or commercial complexes.

  • Strong understanding of module assembly, completion walk-downs, testing, punch list management, turn over packages, and routine interface with Start-Up.

  • Knowledge of requirements for Lock Out Tag Out for safety.

  • Computer literate in word processing, spreadsheet, and database applications in accordance with current Bechtel standards.

  • Working knowledge of Bechtel Construction Automation Systems (e.g., TeamWorks, InfoWorks, WITS, etc).
