Cornell Cooperative Extension SNAP-Ed PSE Specialist - Canton, NY in Canton, New York

The position will serve as the Supplemental Nutrition Assistance Program Nutrition Education and Obesity Prevention (SNAP-ED) Program Policy, Systems, and Environmental (PSE) Specialist for Cornell Cooperative Extension Association of St. Lawrence County and will be a team member in the SNAP-Ed program in cooperation with the SNAP-Ed Program Manager. Responsible for assisting in the development of SNAP-Ed program’s PSE initiatives and providing coordination, implementation, evaluation, and guidance of those initiatives. The PSE Specialist will be responsible for assisting in the development of community partnerships and provide community outreach presentations in conjunction with nutrition educational programming in order to advance the PSE initiatives within the North Country region through multi-tiered approaches. Will guide and assist with programming conducted by other SNAP-Ed educators to assist in ensuring PSE initiatives reflect the current needs and the diversity of people within the region, and to assist in ensuring PSE initiatives conform to the objectives and mission of Cornell Cooperative Extension and the SNAP-Ed program. Will also be responsible to train staff on programming tools to support standardized, evidence-based implementation of PSE initiatives. Will be expected to maintain existing community partnerships and collaborations already in place and facilitate and foster new collaborations to bring together agencies with the goal of achieving sustainable policy, system, and environmental change in line with program Plan of Work.

POSITION DETAILS:

This position is a full-time, non-exempt position - 100% FTE, 40 hours per week. The hourly rate for this position is $23.50 to $25.00 commensurate with experience. This position, based on eligibility, offers a comprehensive benefit package, to include: health and dental insurance, retirement, vacation, sick and personal leave.

Required Qualifications:

  • Master’s Degree or Equivalent Education (Bachelor’s Degree and four (4) years transferable relevant evidence-based research experience.

  • Experience relevant to the role of the position.

  • Ability to meet travel requirements associated with this position.

  • Ability to communicate effectively, clearly, and tactfully through verbal, written and electronic methods.

  • Demonstrate experience and ability to work independently and to effectively lead, manage, and participate as part of a highly functioning work team with internal and external partners at multiple levels within organizations and across communities.

    Preferred Qualifications:

  • Background or course work in program planning and development, nutrition, health education and/or public health, public relations/ partnership building.

  • Familiarity with the community in which the work will take place and ability to utilize program resources within the community.

  • Ability to work flexible hours which may include evenings and/or weekends, as appropriate.

  • Ability to plan and organize personal work responsibilities according to priorities developed with the immediate supervisor in order to complete work in a timely manner and within established deadlines.

  • Proficiency with windows-based software including use of the internet and Microsoft Office Suite including Outlook, Word, PowerPoint, Publisher, and Excel.

  • Ability to initiate, plan, organize, implement, and evaluate informal educational content and projects for diverse audiences of all ages maintaining cultural sensitivity.

    Responsibilities/Essential Functions:

Program Responsibilities:

Program Development - 5%

  • Apply subject matter knowledge to assist in the development of high quality nutrition education and policy, systems, and environmental change strategies and programming to meet identified PSE needs within the county, region, and to meet grant requirements.

  • Apply subject matter knowledge to assist in the creation of PSE initiative project plans, and assist in the research, identification, selection and adaptation of established resources and materials to meet PSE objectives.

  • Assist in making programmatic changes based on evaluation outcomes to meet the need of diverse program participants.

  • Assist in multidisciplinary team efforts to develop program to address priority issues.

Program Delivery - 20%

  • Deliver the PSE interventions to the targeted number of both adult and youth participants in the SNAP-Ed Program ensuring that required program client numbers are achieved quarterly and annually.

  • Deliver high quality PSE initiatives to individuals and groups utilizing SNAP-Ed program materials and resources.

  • Implement SNAP- Ed PSE activities in conjunction with other nutrition programming efforts to develop a multi-tiered approach to behavior change as identified/needed to support the established Plan of Work.

  • Serve as a subject-matter resource in the area of policy, systems, and environmental change to staff, other nutrition educators, participants, community organizations and the general public.

  • Provide SNAP-Ed PSE and Nutrition education program information to bring awareness to the public in the form of impact statements, articles for progress/annual reports, and news releases, etc.

  • Work to foster acceptance of the SNAP-Ed programs, methods and policies while addressing community and individual needs and considering diverse audiences.

  • Assist in multi-Association team efforts through joint planning and implementation of multi-disciplinary programs and program activities to deliver the SNAP-Ed PSE initiatives.

  • Serve as a team member and cooperate with the entire Association and nutrition program staff to achieve SNAP-Ed PSE grant delivery goals as well as overall Association goals.

  • Represent CCE before the public, participants, community leaders, government officials, Cornell, or other land grant universities in a professional manner as part of program delivery.

Program Evaluation - 5%

  • Implement program evaluation as designed.

  • Assist in the interaction with program participants, advisory committees, Cornell program specialists and faculty, county, and community leaders to obtain evaluation data for programs.

Administrative Responsibilities:

Direction - 20%

  • Determine PSE initiative priorities and goals in consultation and collaboration with supervisor, program committees, staff, Cornell faculty, agency partners, and other community constituents.

  • Plan the structure of delivering SNAP-Ed PSE initiatives in congruence with the educational nutrition programming via various methods.

  • Identify and make recommendations for policy and environmental changes to address identified gaps/needs in the community, county and/or region.

  • Assist in the development of community partnerships to encourage the incorporation of PSE initiatives and nutrition education programming into special events in classrooms, after-school programs, and other appropriate venues.

  • Identify coalitions or appropriate partners with whom to collaborate on policy and environmental changes to address community gaps/needs.

  • Assist in the development of and planning for marketing strategies to reach target audiences and meet PSE objectives through public relation initiatives including networking/collaborating with government, economic, educational and community organizations.

  • Plan promotion of public events and programs including, but not limited to, assisting with mass media efforts related to upcoming events and programs such as National Nutrition Month.

  • Assist in identifying, developing, and securing community and fiscal resources for program continuance and enhancement.

Management - 25%

  • Implement policy and environmental changes to address identified gaps/needs in the community, county and/or region.

  • Identify activities and resources needed to carry out PSE priorities and goals in consultation and collaboration with supervisor, program committees, staff, Cornell faculty, agency partners, and other community constituents.

  • Solve problems and resolve conflicts that arise within the program utilizing appropriate policies and procedures.

  • Assist in monitoring PSE initiatives to ensure they conform to policies and objectives of the Association and funder Plan of Work.

  • Assist with the monitoring and review of PSE financial status to ensure compliance with funding requirements, grant specifications, and adherence to Association strategies/Plan of Work.

  • Lead implementation of PSE marketing initiatives including social media and mass media in the county.

  • Identify SNAP-Ed staff development/training needs for PSE initiatives.

Coordination/Operation - 20%

  • Coordinate identified administrative aspects of the PSE initiatives including, but not limited to: preparing correspondence, maintaining files, maintaining participant records, etc. ensuring confidentiality of all information.

  • Recruit the targeted number of both adult and youth participants in the PSE initiatives goals.

  • Facilitate PSE staff and partner trainings including on-going in-service, mini-PSE specific tutorials, community presentations etc. to foster PSE initiative networks and partnership.

  • Utilize effective marketing and communication strategies in the promotion of SNAP-Ed PSE initiatives to include, but not limited to, print media, news media, social media, multi-media efforts and the environmental change initiative in collaboration with other nutritionists.

  • Actively participate in nutrition advisory committees related to SNAP-Ed PSE work, as necessary.

  • Coordinate marketing and promotion of PSE initiatives through public relation initiatives and networking/collaborating with government, economic, educational, and agricultural organizations.

  • Assist Supervisor in the preparation of funding proposals to secure additional program funding.

  • Coordinate, compile and organize existing program resources and program materials.

  • Maintain records, complete reports, accurately collect and prepare paperwork as required for the PSE evaluation process.

  • Prepare materials for grant report submission to meet funding agency requirements.

  • Effectively maintain existing professional relationships with other agencies, organizations and businesses that promote effective communication and facilitate continued PSE efforts.

  • Prepare and submit accurate expense reports, mileage reports, receipts/supporting documentation, and/or vouchers in a timely manner per established policy and procedures.

  • Provide data and information to assist with preparation of reports, impact statements, and success stories for funders, advisory committees, Board, and others as requested.

  • This position requires the transport of self and/or program materials/resources in performing position responsibilities.

Professional Improvement and Other Duties as Assigned - 5%

  • In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes in programming and association priorities.

  • Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Extension programs and other duties as assigned.
