Responsibilities NONAPPROPRIATED FUND POSITION DESCRIPTION JOB TITLE: Public Health Analyst BUSINESS TITLE: MEF Prevention Capability Analyst FLSA : Exempt JOB SERIES: 0685 PAY LEVEL: NF-04 -------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- SUMMARY OF DUTIES: The incumbent serves as a subject matter expert to the Marine Expeditionary Force (MEF) Prevention Capability Director providing qualitative and quantitative data analysis that informs policy and programming recommendations related to prevention of combat and operational stress, domestic and child abuse, sexual assault, substance abuse, and suicide. This portfolio of topics is collectively referred to as Behavioral Programs. Analysis and associated recommendations support strategic decision-making, synchronized lines of effort, and leveraging resources to maximize an adaptive, ready, and resilient force. The incumbent receives guidance from and reports to the MEF Prevention Capability Director. The incumbent works independently or as an experienced team or project member, providing data analysis using epidemiologic and population health expertise for qualitative and quantitative data analyses. This level of work includes implementing approved and/or scientifically appropriate methods of collecting, analyzing, and disseminating many types of data and requires general and in some cases specific understanding of behavioral program processes and methods for improving unit resilience and Behavioral Programs outcomes. Responsible for collecting, analyzing, and reporting qualitative and quantitative data used in the planning of policy, strategy, and programs that promote unit resilience. Analysis is designed to identify, analyze, and report factors that both inhibit and promote resilience related to the Behavioral programs portfolio, to provide data and information about corrective actions or programs to alleviate adverse effects, and to propose practices or policies based on such data that will promote and protect unit resilience. Under the supervision of the Prevention Capability Director supports the development and implementation of MEF wide guidance and coordination of the Prevention Capability¿s analytic efforts including but not limited to research, data surveillance, and evaluation activities. ANALYSIS AND EVALUATION: Plans and conducts analysis to address important and practical behavioral health concerns and to plan initiatives. Identifies and evaluates behavioral health risks, adverse outcomes, and environmental or command conditions within an assigned area to recognize issues pertinent to the unit or population. Determines feasibility and approach to data collection, analysis, and reporting. Collaborates with subject matter experts, Prevention Capability Analysts at the Major Subordinate Commands and through the chain of command with HQMC in the data collection investigation design process, including conducting a search or review of existing literature and data in a scientific area, determining methodological techniques and processes, and designing questionnaires and other data-collection instruments. Uses surveillance systems to collect data. Generates descriptive analyses of data for a variety of audiences. With MEF Prevention Capability Director, Capability personnel, and other program evaluation efforts across the region. Provides scientific advice and technical assistance to the MEF Prevention Capability Director and subordinate commands with respect to data surveillance and program evaluation expertise. Effective advice and assistance requires the application of program and analytical research expertise to complex behavioral health issues, with an understanding of the appropriate cultural/social/political framework, as well as the ethical/legal issues related to data collection, dissemination, and use. Consults on technical problems where solutions may not conform to established protocols and may require the modification of approaches or applications in concert with the appropriate officials. Provides advice and assistance in the resolution of technical issues that include significant barriers to program or project delivery. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications MINIMUM QUALIFICATIONS: 1. Master¿s Degree, (Doctoral Degree PhD preferred), in public health non-infectious disease epidemiology, sociological epidemiology, or sociological research and four years of experience that demonstrates knowledge of and experience in a behavioral programs context OR doctoral level professional degree and at least 4 years¿ experience performing population health research, evaluation, assessment, and analysis in a macro level behavioral programs context. 2. Two to three years supervisory experience supervising epidemiologists, social research scientists, or similar type professionals. 3. Experience and skills in both qualitative and quantitative data collection methods, analysis, and reporting. 4. Experience using qualitative and quantitative data analysis software. 5. Experience and demonstrated skills producing written and oral data reports to audiences of varying level of subject matter expertise. 6. Experience using data to inform recommendations for behavioral programs and policies. 7. Familiarity with human subject research protection policy and procedures. 8. Demonstrated project management experience and skills. 9. Knowledge of behavioral and resiliency programming preferred. Must have demonstrated ability to provide advice and assistance utilizing program and analytical research expertise to complex behavioral health issues, with an understanding of the appropriate cultural/social/political framework, as well as the ethical/legal issues related to data collection, dissemination, and use. Must have skill to interpret and apply policies in terms of established goals, objectives, and accepted practices. This position is considered a Non-Critical Sensitive position and the incumbent must possess or be able to obtain and maintain a SECRET (T3 or ANACI) security clearance with access up to and including secret information. They also must have knowledge of and comply with all security rules, regulations, and procedures pertaining to safe handling of classified material. ** Suggested Practical Application- Analysis requiring the use of data to conduct a simple regression analysis and/or descriptive data analysis and/or review of a scientific article asking the applicant to provide a written critique of the article on its methodology and scientific rigor.
