About the Position: This position is with the 401st Army Field Support located in Camp Arifjan, Kuwait. This position will be filled as Term NTE 13 months with the possibility of extensions. This position is unaccompanied in support of Operation Spartan Shield Responsibilities Serves as a Property Book Custodian Responsible Officer in support of the 401st Army Field Support Brigade (AFSB). Provides oversight for the Central Receiving and Shipping Point (CRSP) or the Accountability Cell- Global Combat Support System-Army (GCSS-Army) and Logistics Modernization Program (LMP), APS-5 Kuwait, and or Southwest Asia (SWA). Coordinates and leads the CRSP or GCSS-Army/LMP teams conducting property accountability and asset visibility operations at dispersed locations throughout SWA. Assigns, instructs, and supervises subordinates and contractors in proper work techniques and procedures. Plans and analyzes operational data and reports to ascertain degree of conformity with established policies, work standards, and procedural directives. Provides or makes provision for training as required. Serves as the Contracting Officer Technical Representative (COTR) for contractor personnel assigned to the site(s). Acts as the U.S. Government Representative for matters involving their Theater Provided Equipment (TPE) team(s). Analyzes requirements, develops guidance, and implements policies and procedures for Government Furnished Equipment (GFE) provided to contractors to include fiduciary requirements. Assists in developing, refining, analyzing, and issuing property accounting policies applicable to one or more DOD components. Requirements Conditions of Employment Qualifications This is an unaccompanied tour in support of Operation Spartan Shield. Appointment is Term NTE 13 Months - Position may be filled as a term appointment NTE 13 Months. Term appointments may be extended up to five (5) years. Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a temporary or term appointment with no statutory return rights back to a permanent position. When a current Army employee applies to a JOA opened for a temporary or term appointment, the action will be a conversion to a temporary or term appointment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-12). Specialized experience is defined as: 1) Conducting physical inventories of property against property book records; 2) Completing property book transactions such as initial receipt, transfer between hand receipt holders, and property disposal; 3) Maintaining an automated property book; and 4) Reviewing property book documentation such as procurement documentation, correspondence, authorizations, hand receipts, and disposal documentation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. Employees who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
