U.S. Army Central Safety & Occupational Health Specialist in Camp Arifjan, Kuwait

Summary About the Position: The position is located at Camp Arifjan, Kuwait, a US Army installation which accommodates elements of deployed Military forces from all over the world. The Kuwait Ministry of Defense provides off base housing with a vehicle for those who qualify. The base provides permanent support facilities, base exchanges (AAFES), three gyms, a pool, and three Military Dining Facilities. Responsibilities Serve as a Safety and Occupational Health Specialist for the Area Support Group (ASG) Kuwait. Serve as an advisor to the Safety Manager and assist in planning, organizing, developing, coordinating, and evaluating a comprehensive Safety and Occupational Health Program for all units and activities assigned, attached, or supported. Provide technical assistance and guidance to major unit commanders, staff officers, activity chiefs, and supervisors on all safety related problems and matters relating to compliance with the wide application of Army and OSHA Standards. Prepare written guides, SOPs and standards or regulations to prevent unsafe conditions and accidents. Evaluate safety program efforts, standards, rules, SOPs, and work techniques. Monitor work areas and evaluate activities with known safety problems as indicated by a high record of work injuries, or a variety of hazardous operations and environmental conditions. Ensure compliance and enforcement of various Safety and Occupational Health Subprograms, such as Medical Surveillance, Radiation Safety, Fire Prevention and Protection, Combat Training, Physical Safety and Explosive Safety. Investigate hazardous conditions, equipment, practices or equipment to identify and analyze the severity of hazard involved and develop corrective action. Direct and advise mishap investigation boards, convened to determine causal factors that result in fatalities, serious injuries, or substantial property damage. Advise on eliminating and controlling unsafe behavior and environment. Specialized Experience: One year of specialized experience which includes : 1) managing safety and occupational health program elements; 2) developing and recommending safety and occupational health policy to higher levels of management; AND 3) inspecting and surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Accident/Mishap and Hazard Investigation and Reporting Compliance Inspection and Program Management Planning and Evaluating Risk Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify.For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted Additional Information Direct deposit of pay is required. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. Employees who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits. This is a(n) CP12 Career Field position. The initial length of this overseas tour is 12 months, unaccompanied, and can be extended up to 5 years.
