GENERAL DESCRIPTION

This position will serve as part of the project management team. The Project Manager will be directly responsible for the execution of assigned Marine Corps programs and coordination with the Prime contractor. The Project Manager will ensure on time, on budget completion of requirements for contracted customer needs. The Project Manager is responsible for meeting project goals and deliverables as well as plan, execute, and finalize projects according to strict deadlines while staying within budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan. The Project Manager defines project objectives and oversees quality control throughout a project’s life cycle. As required, utilize experience to advise software development teams, design software user-interfaces, develop databases, develop exercise scenarios, utilize PLEXSYS products to drive virtual and constructive exercises and train users in the operation of PLEXSYS products.

DUTIES & RESPONSIBILITIES

  • Ensure assigned projects are managed effectively to meet customer requirements

  • Manage project contract, contract amendments, and change orders

  • Develop and manage contract documentation

  • Define project vision and share with project team members

  • Define project scope, goals, and deliverables that support business goals in collaboration with management and stakeholders

  • Develop, communicate (verbally and in writing) professionally, and present analytical documents for the Prime, senior military and defense officials

  • Develop and produce integrated project management plans and project documentation.

  • Develop and maintain integrated project master schedule

  • Define and document project requirements

  • Execute project invoicing and payment plan

  • Develop and manage a project risk management program

  • Analyze problems to seek understanding of the root cause of issues, including broad-based consideration of relevant variables

  • Supervise, coordinate, and manage all day-to-day activities related to assigned projects

  • Coordinate and track product development for project requirements

  • Monitor design and implementation of requirements related to projects

  • Develop project acceptance test plan as required

  • Gain and maintain high trust and confidence with the Prime, government customers, PLEXSYS leadership, and program teams regarding matters of substantial importance to the customer and PLEXSYS

  • Ensure product test coverage and execution of project requirements

  • Monitor/execute test status of requirements related to the project

  • Develop, maintain, and update project space on electronic information management system

  • Routinely schedule and conduct project meetings (internal, external, and with senior management)

  • Maintain and disseminate minutes for all meetings

  • Demonstrate strong negotiation skills with ability to work towards win-win solutions

  • Strong technical and business background to evaluate and adjust win strategies, and proactively make recommendations to leadership to achieve desired business and financial outcomes

  • Assist in proposal development

    SKILLS AND QUALIFICATIONS

    REQUIRED

  • 4-7 years of Aviation Command and Control related experience

  • Master’s degree in related field or Associates degree plus 4 years additional experience or Bachelor’s degree plus 2 years additional experience

  • Supervisory experience in managing a team

  • Familiarity with technical writing and Naval and Marine Corps specific correspondence guides

  • Proficiency with Microsoft Office products such as Word and Excel

  • Experience in managing client relationships, client expectations, and project timelines

  • An efficient, structured approach to status reporting to a range of stakeholders

  • Proven multitasking ability; incisive analytical thinking; detail-oriented approach to planning and quality assurance; excellent verbal and written communication skills

  • Security Clearance: Secret or above

    DESIRED

  • 10+ years of Aviation Command and Control related experience within the United States Marine Corps

  • Detailed and functional knowledge of the Marine Air-Ground Task Force, its mission, force structure, existing doctrine, and Marine Corps and joint warfighting tactics related to C2 and the Marine Corps six functions of Marine Aviation

  • Strong knowledge of Marine Corps contracting, budgeting and current acquisition trends related to C2 across the service

  • Comfort with Confluence Wiki system as primary method for project organization and knowledge sharing

  • Experience with the Marine Air Command and Control Systems (MACCS) training standards, as well as Command, Control, Communications, Computers, and Intelligence (C4I) systems such as Theater Battle Management System (TBMCS), Command and Control Personal Computer (C2PC), Army Field Artillery Tactical Data Systems (AFATDS), Joint Range extension (JRE), and Air Defense Systems Integrator (ADSI) as well as the role they play in support of exercises, events, and daily tasks
