Abt Associates Service Provider Linkage Lead- ERAS Project in Cairo, Egypt

Job Summary

Abt Associates seeks a qualified Service Provider Linkage Lead for the USAID-funded Feed the Future Egypt Rural Agribusiness Strengthening (ERAS) Project, based in Egypt. The project will employ a market-driven, systems-strengthening approach to improve the competitiveness of horticulture producers and related downstream businesses and food processors by developing their abilities to respond to domestic and international buyer demand.

Meeting market requirements will require adoption of international food quality and safety standards for horticulture crops destined for international and domestic markets, including food processors, supermarkets, and restaurant chains. This contract will build on previous work by USAID, other donor projects, and the Government of Egypt and will address the following intermediate results: 1) Strengthen sustainable domestic and international market linkages; 2) Improve post-harvest handling and storage; 3) Increase productivity of small farmers and food processors; and 4) Improve nutritional status of women and children.

This position is based at the project headquarters office in Cairo, Egypt and part of the Markets Team there, liaising as needed with the three regional offices in Menia, Luxor, and Gharbia. The ERAS team includes several US and several local subcontractors, and the project will manage $8 million in grants, leveraging resources to address chronic obstacles in the development of Egypt’s horticulture industry.

The Service Provider Linkage Lead will report directly to the Business, Market and Finance Development Specialist. This position is full-time.

Key Roles and Responsibilities

Responsibilities typically include:

  • Facilitate market linkages among small farmers in Upper Egypt and the Delta, food processors, exporters, cooperatives, associations and other large buyers.

  • Develop the skills of service providers in critical agriculture value chain segments—such as cold-chain, food processing, or other agro-processing—to support small farmers and integrate them into commercial partnerships.

  • With the Markets and Production and Post-Harvest teams, identify service provider challenges and seek buyer commitment to develop incentives to solve them.

  • Support development of hubs to meet the needs of producer organizations and small farmers.

  • With the ERAS Agronomist, support design of a Delta Regional Center of Excellence.

  • Guide training and TA for service providers organized through the three regional offices.

  • Assist the ERAS Cold Chain Coordinator to link producer organizations to cold chain service providers.

  • Coordinate with relevant implementing partners—such as the USAID Strengthening Entrepreneurship and Enterprise Development (SEED) activity, which provides technical support to business service providers—to leverage, rather than duplicate interventions.

  • Participate in weekly teleconference calls with satellite offices to review ongoing activities and discuss planned activities.

  • Participate in monthly MEL meetings among technical staff in the Cairo office.

  • Directly supervise one assistant.

Preferred Qualifications

  • Degree in agricultural development, business, marketing, or other relevant equivalent field (master’s preferred).

  • Minimum of eight years of progressively responsible experience in provision of financial services or business development services is required.

  • Demonstrated experience in public-private engagement and in identifying opportunities in local and export markets.

  • Strong interpersonal skills with demonstrated ability to engage productively with a wide range of organizations, beneficiaries, and related parties (e.g. producers, government, private sector, NGOs, research and training institutions).

  • Good verbal and written communication skills in English are required.

Minimum Qualifications

Bachelor’s Degree + Nine years of relevant experience, or Master’s Degree + Seven years of relevant experience, or PhD + Four years of relevant experience
