We are seeking a dynamic and results-drivenSenior Management Analyst (SMA)to support the Deputy Administrative Officer of Human Resources (HR) & Labor Relations (LR). This pivotal role will involve managing complex, high-visibility projects in areas such as employee engagement, HR & LR administration, procurement processes, and budgeting. The SMA will also conduct thorough analyses of administrative policies and practices, recommending and implementing meaningful operational and procedural improvements.

About Valley Water:
Valley Water is a public agency with a capital budget of $964 million, and approx. 900 employees. With headquarters in San José, Valley Water provides water supply, enhances streams and watersheds through creek restoration and habitat protection, provides flood protection for homes, schools, businesses and roadways, and partners with other agencies to provide trails and open space for the community.
Key Responsibilities include, but are not limited to:
Plan, develop, and implement initiatives to drive workforce engagement and deliver high-quality solutions for employees, cultivating a positive workplace culture.
Collaborate on evolving core practices for employee engagement to align with organizational goals.
Assist in the development of administrative processes, performance measures, and methodologies to track operational performance and customer service effectiveness within Human Resources.
Support the Deputy Administrative Officer in developing, implementing, and monitoring the department budget and procurement processes.
Conduct comprehensive analyses of policies and procedures, providing actionable recommendations for improvements.

Ideal Experience:
A minimum offive (5) yearsof experience performing administrative, operational, management, or financial analysis of complex issues.
Demonstrated experience in human resources & labor relations, budgeting, project management, procurement processes or employee engagement initiatives.
Proven ability to deliver data-driven solutions that drive organizational improvements.
Ideal Skills and Abilities:
Strong analytical and critical thinking skills to evaluate and improve processes.
Exceptional written and verbal communication skills, including the ability to present complex information clearly and effectively.
Proven ability to manage multiple high-visibility projects under tight deadlines.
Strong interpersonal and collaboration skills to build effective relationships across all levels of the organization.

Ideal Knowledge:
In-depth understanding of administrative policies, human resources practices, and performance management systems.
Knowledge of budgeting principles, financial analysis, and project management frameworks.
Familiarity with employee engagement strategies and methods for fostering organizational culture.
Ideal Training and Education:
Equivalent to abachelor’s degreefrom an accredited college or university, with major coursework inpublic administration, political science, business administration, or a related field.
Directly related professional experience may substitute for the education requirement on a basis of 1.5 years of experience for one year of education, up to a maximum of four years.
Required License or Certificate

Human Resources Administration Unit (Position Code 1072)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.
This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
