Description

General Statement of Duties

Performs environmental heavy metals remediation in attics, indoor living spaces, and lead paint remediation work on residences; does related work as required.

Distinguishing Features of the Class

This is a skilled technical, construction, and reconstruction work involving painting, environmental testing and abatement of homes and properties to reduce exposure to heavy metals. The work is performed under the general direction and supervision of the Residential Metals Abatement Program Manager. Some leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain close cooperative working relationships with Program employees, contractors and residents.

This position is covered under a Collective Bargaining Agreement between the City-County of Butte-Silver Bow and the Laborers’ International Union of North America, Local No. 1686 (Superfund).

Duties/Responsibilities

Examples of Essential Work (Illustrative Only)

  • Performs carpentry, painting, environmental sampling and abatement;

  • Participates in attic and interior dust abatement projects;

  • Participates in material selection, and project evaluation;

  • Compiles field notes and submits reports as required;

  • Maintains vegetative cover on reclaimed sites

  • Performs erosion control activities on reclaimed sites

  • Performs snow removal activities in areas associated with reclaimed sites

  • Conducts weed control and refuse control on reclaimed sites

  • Conducts operation and maintenance activities associated with Superfund stormwater infrastructure

  • Conducts Shaft Hazard/Subsidence mitigation

  • Maintains and operates job related equipment;

  • Performs public relations functions as necessary;

  • Attends meeting, conferences and workshops as requested and authorized;

  • Performs related work as required.

  • Perform all duties and work assignments in a safe, healthy, and environmentally sound manner. Specifically, complying with the Health & Safety Program; maintaining work areas in a safe and orderly manner; identifying and reporting unsafe conditions; reporting all accidents; wearing required personal protective equipment; and attending safety-related meetings, training sessions, fit testing, etc.

  • Perform all duties and work assignments in compliance with project quality requirements.

  • Act responsibly and ethically, and in conformance with generally accepted business, occupational, and professional standards.

  • Perform other duties as assigned.

Qualifications

Required Knowledge, Skills and Abilities

  • Ability to learn quickly lead abatement work practices, attic dust abatement techniques and strategies and lead abatement issues;

  • Good knowledge of general construction materials and their use;

  • Good knowledge of general painting materials and their use;

  • Skill in home remodeling and repair techniques;

  • Skill in handling and disposing of hazardous materials;

  • Skill in the safe and proper use of power tools;

  • Ability to complete projects in a timely manner, according to program guidelines;

  • Ability to communicate well with contractors, program employees, supervisory employees and the general public both orally and in writing, using both technical and non-technical language;

  • Ability to establish and maintain effective working relationships with employees, supervisors, contractors, other program personnel and program participants;

  • Ability to take necessary safety precautions when working in hazardous levels of noise, dust, and debris;

  • Ability to use a logical thought processes to develop solutions according to written specifications and/or oral instructions;

  • Ability to perform a wide variety of technical and manual tasks with accuracy and speed under the pressure of time sensitive deadlines;

  • Ability to learn quickly and put to use new skills and knowledge brought about by rapidly changing information and/or technology;

  • Other work as assigned or required.

Acceptable Experience and Training

  • Graduation from a High School or equivalent GED; and

  • Construction background and experience; or

  • Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Required Special Qualifications

  • Possession of a valid driver’s license issued by the State of Montana;

  • Hazardous Waste Operations and Emergency Response 40-hour Certification, or ability to obtain within six months of employment;

  • Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance. See below.

“2.08.010 Residence during employment.

From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow.
