About us: The Water and Sewer Pipe Maintenance division is located at 1103 Mebane Street in Burlington. The Water and Sewer Pipe Maintenance division was established in 1907 to maintain the city water system. The system presently serves approximately 30,000 Water and Sewer accounts through a distribution system containing over 2,500,000 feet of pipe and a collection system which has over 2,000,000 feet of pipe.
What you will do: An employee in this class performs routine manual work in providing safe and attractive structures, facilities, and grounds for use by City workers and staff. Work is performed under the supervision of a Maintenance Supervisor. This classification is considered non-exempt in compliance with the Fair Labor Standards Act (FLSA).
Examples of Duties
Valve Operation and Maintenance
- Checks the operation of water and wastewater valves by manually turning them on and off using a valve key or wrench.
- Reports any necessary valve replacements to the immediate supervisor to ensure smooth system operation.
Excavation and Repair Support
- Digs, patches, and backfills pavement or grounds using shovels, dump trucks, jackhammers, and tampers for repair and maintenance tasks.
- Assists with repairing water and wastewater main breaks by digging pavement, cutting or clamping pipes, and backfilling to restore service.
Debris and Material Handling
- Drives a dump truck to and from worksites, hauling debris, mud, and materials required for backfill and site restoration.
Landscaping and Grounds Maintenance
- Performs general landscaping tasks including mowing with both riding and push mowers, trimming and pruning trees and shrubs, and cutting down trees when needed.
Winter Weather Duty
- Shovels snow from sidewalks and spreads ice-melting materials to ensure safe passage during winter weather.
Vehicle and Facility Maintenance
- Performs general vehicle maintenance and building upkeep to ensure equipment and facilities are in good working condition.
Other Responsibilities
- Performs related duties as required, contributing to the efficiency and success of the team.
Qualifications
Municipal Maintenance Knowledge:Solid understanding of general maintenance work performed by municipalities, ensuring effective and efficient operations.
Equipment and Procedure Expertise:Familiar with the equipment, facilities, methods, and procedures used in maintenance and repair activities, enabling seamless work execution.
Skilled Equipment Operation:Capable of operating a range of maintenance equipment including mowers, tractors, dump trucks, leaf blowers, weed eaters, chainsaws, tampers, jackhammers, and more.
Landscaping and Grounds Maintenance:Skilled in applying seed and straw, fertilizing, mowing, shoveling, raking, and setting up proper signage to safely indicate active work zones.
Independent Judgment and Action:Able to exercise judgment and independence while traveling between worksites, ensuring tasks are completed efficiently and safely.
Instruction Follow-Through:Able to follow oral and written instructions from the supervisor, ensuring tasks are executed correctly and on time.
Maintenance Awareness and Reporting:Capable of identifying maintenance needs for various structures, grounds, and facilities, and reporting them to a supervisor for prompt attention.
Interpersonal Skills:Adept at establishing and maintaining positive working relationships with City employees and the general public, ensuring smooth coll boration and service delivery.
Minimum Qualifications
- High school Diploma or GED equivalency
- Valid North Carolina Driver's License
- Knowledge and experience using hand tools

- Work in this class is described as medium and frequently requires physical exertion to complete tasks and moving objects.
- Work typically involves the ability to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, hearing, talking and repetitive motions.
- The employee is required to have visual acuity to operate machines such as lathes, drill presses or power saws and mills where the seeing job is at or within arm's reach, performs mechanical or skilled trades tasks of a non-repetitive natures such as carpenters, technicians, service people, plumbers, painters, and mechanics.
- Employee is subject to hazards including physical conditions with proximity to moving mechanical parts, electrical current, exposure to chemicals, noise, and atmospheric conditions.
- Employee is frequently exposed to work in close quarters, crawl spaces, shafts, manholes, small, enclosed rooms, water lines, and other areas which could cause claustrophobia and is required to function in narrow aisles or passageways.
- Working conditions include both inside and outside environmental conditions.
Inclement Weather Classification:Essential
