Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). *To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Open Competitive: Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below.Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.Professional Engineer 1 (Civil/Transportation) is a continuous recruitment examination for promotional candidates only. The minimum qualifications are:Promotional: You must have a New York State Professional Engineer's License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Engineer (Civil/Transportation).Notes1. New York State Education Department (NYSED) Guidelines for Professional Engineering Practice, Guideline 1: As a licensed professional engineer, you are required to practice within your authorized scope of practice, as defined in the Education Law, Commissioner's Regulations and Rules of the Board of Regents. It is your responsibility to be knowledgeable of any restrictions that are based on law or regulation, as well as those that relate specifically to your area of professional competence.2. Continued employment as a Professional Engineer 1 is dependent upon continued possession of a New York State Professional Engineer's license with current registration. Failure to maintain your New York State License and registration may result in removal from the Professional Engineer 1 title. (570); Email: op4info@mail.nysed.gov or Fax (518) 474-1449.Preferred Qualifications: • Must have at least three (3) years of recent experience in bridge design, inspection, construction, or other bridge engineering-related experience that is acceptable to the Department of which three (3) months must be bridge inspection field experience. • Complete an FHWA-approved comprehensive bridge inspection training (e.g., FHWA-NHI-130055 and FHWA-NHI-130056) or have served as a Bridge Inspection Team Leader before June 6, 2022, having completed the NYSDOT 5-day Bridge Inspection Workshop (last offered in 2015). • Proof of completing a cumulative total of 18 hours of FHWA-approved bridge inspection refresher training if the State sponsored Bridge Inspection/Refresher Training was more than five (5) years ago. The following is preferred, but not a prerequisite for this position at the time of hiring: Completion of an FHWA-approved NSTM training (e.g., FHWA-NHI-130078)

Duties Description Candidate will be assigned to the Bridge Management Unit as a Bridge Inspection Team Leader. As a Bridge Inspector Team Leader, you will be responsible for the following: • Supervise assistant inspectors, special access, and work zone traffic control contractors. • Coordinate inspection schedules, access equipment, and work zone traffic control contractors. • Assess bridge element conditions and document findings as per the NYSDOT Bridge Inspection Manual.• Prepare bridge inspection reports and edit/prepare bridge inventory records. • Prepare inspection report documents using Microsoft Word, Power Point and Excel documents. • Assist with emergencies such as bridge hits, post-earthquake, and post-flood inspections. • Can stand for approximately 3 hours minimum a day up to 8 hours. • Able to traverse a construction job site consisting of uneven ground varying in height and consistency of material, with a variation of elevation 19" or less (mud, gravel, rutted ground, etc.). • Climb and leave a ladder to a platform varying from 6' to 20'. • Operate a mechanical aerial lift, under bridge inspection unit, or bucket truck up to a height of 100 feet and wear a personal fall arresting apparatus. • Move/lift equipment or inspection specimens weighing up to 50 pounds. • Must possess a valid driver’s license. • Out of town, overnight travel will be required for meetings and training as directed.

Additional Comments Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.* For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education.
