Summary:
The primary responsibility of a Financial Counselor & Account Services Specialist is to represent all Catholic Health (CH) ministries to our patients and families in a friendly, positive, and effective manner. Expectations of this role include providing exceptional customer service, striving to anticipate and meet the needs of each patient, treating all patients, families, and colleagues with dignity and respect, and working collaboratively with colleagues to achieve quality and performance standards. A Financial Counselor specializes in the Medicaid and NYS of Health Exchange application process, evaluates what is needed to submit an application, resolves when able or delegates to the appropriate party to handle with follow up through completion. This individual also works directly with the NYS of Health and other external vendors to create and maintain relationships and is responsible for direct interaction and discussion/resolution of issues with both Medicaid, external and internal stakeholders (patients, families, and responsible parties). This individual will provide information in regard to expected coverage and patient liability, collect payments or work with patients, families, and responsible parties to establish payment plans and healthcare assistance, when applicable. This individual will work with other departments to identify self pay patients prior to their dates of service in order to assist these patients with obtaining healthcare coverage, or provide a pricing estimate and arrange payment.
Responsibilities:
EDUCATION
Bachelors Degree required
An Associates Degree and two (2) years of experience in customer service or financial counseling may be substituted for a Bachelors or
Five (5) years of customer service or financial counseling experience may be substituted for a Bachelors
Active certification with NYS of Health as a Certified Application Counselor within sixty (60) days of hire
EXPERIENCE
Previous experience in customer service, financial counseling, or other customer-facing roles
Demonstrated experience using independent judgement and making decisions within given policy guidelines
One (1) year of experience with the NYS of Health as a NYS Assistor preferred
Knowledge of Federal and State laws related to charity care and collection practices preferred
Healthcare billing experience preferred
KNOWLEDGE, SKILL AND ABILITY
Must be able to speak, write and understand the English language
Superior customer service required
Maintain current, active NYS of Health Assistor certification
Microsoft Office Suite
Highly motivated self-starter with ability to work independently
Knowledge and experience with current online insurance verification tools
Knowledge of current government assistance programs, guidelines and application process, specifically NYS of Health
Knowledge of Federal, State and Local insurance payors
Familiarity with federal and state regulations
Excellent written and verbal communication skills
Project Management skills, preferred
