Oracle Procurement Manager - Global Data Center team in BUCHAREST, Romania
Job Description
This procurement role supports Oracle's cloud businesses by contributing to and managing a professional staff that conducts contract negotiations, best value analysis, supplier and contract management in a dynamic, fast paced and exciting business environment support Oracle Cloud Infrastructure, NetSuite, Oracle Global Business Unit (GBU) Cloud Services, and Oracle Data Cloud.

Ability to develop Key Performance Indicators to measure performance and demonstrate service value proposition

Excellent oral and written communication skills in English

Strong interpersonal skills and the ability to successfully build relationships and influence individuals both up and down the organizational hierarchy
Ability to manage global team located in Australia, Romania, and USA
Knowledge of the Data Center and Telecommunication (network) industry
Project management experience managing global programs/projects, meeting deadlines, and driving business process improvement and automation
Successful, meaningful, experience in identifying, proposing, and implementing business process improvements
Strong organizational skills to manage and successfully complete tasks in a fast-paced, dynamic, deadline-driven environment
Strong contract, negotiation and procurement skills and experience
Procurement experience including sourcing, cost/price analysis, contracting, and supplier management
Understanding of corporate structures and experience managing contract novation, assignment, and assumption in a merger and acquisition context

Responsibilities
As a member of Oracle's International Electronic eBusiness Center, you will review and approve purchases up to a specified dollar amount. Directs the activities of buyers to meet company objectives. Develops and implements policies and procedures for the operation of procurement activities. May negotiate major contracts involving large dollar amounts. Interacts with suppliers to resolve issues and maintain the Oracle/Supplier relationship. May analyze and summarize global commodity spending trends to identify cost saving opportunities. Monitors activities to ensure Oracle's Global Purchasing/Finance policy objectives are met. May review standard and nonstandard contracts. Identify, propose and initiate implementation of process efficiencies/improvements.
Specific responsibilities include:
Staff Management
Manage 4 employees
Assist in driving and enabling the roadmap for Data Center programs with a focus on contracting, risk management, and compliance
Develop and enforce corporate policies and monitoring activities to ensure that policy objectives are met
Identify, propose, and implement business process improvements
Analyze spend trends to identify cost savings opportunities
Develop Key Performance Indicators (KPI’s) to measure performance and demonstrate service value proposition
Identifying key strategic suppliers together with Oracle’s Lines of Businesses
Set up supplier performance metrics supporting Supplier Relationship Management programs
Work closely with Procurement teams in the all region relative to global strategies and initiatives
Manage regional/global projects and drafting business summaries and/or executive approval requests
Build and maintain strong relationships with the Global Procurement Contracts Team, Legal Department, and other internal business units
Review and disposition supplier agreements inherited from Merger and Acquisition (M&A) activities
Contracting & Negotiations
Manage master agreement contract negotiations for Data Center, Colocation and Network Services, and other contract instruments focusing on commercial and business terms.
Support RFX activities as requested by Line of Business
Support Data Center and Colocation cost control, schedule, delivery, and cost management
Negotiate, draft and prepare contract and service order documents
Review and approve Purchase Requests and create and issue Purchase Orders
Contract Management
Manage Service Order and Purchase Order contracts
Support financial contract reporting obligations
Support insurance and risk management business requirements
Conduct and support contract audit requests
Support business supplier management functions by conducting contract review and analysis to determine contract obligations, requirements, remedies
Support ad hoc special process improvement and business optimization projects
Contract Reporting
- Monitor and update all assigned activities and provide timely and accurate reporting (Master Agreement negotiations, Service Orders, Purchase Orders, Contract Management, Projects, RFX activities)
RFX Support
Perform cost/price analysis, determine best value for Oracle and negotiate favorable pricing and commercial terms.
Perform proposal reviews and analyses to determine contract obligations, requirements, remedies.
Project Management
Develop and manage procurement and category management programs/projects and business process improvements
Work cooperatively with internal stakeholders to meet business operation and cost objectives.
