Summary This Health Care Education Specialist position is in the Education services at the VA Boston Medical Center, located at the Brockton location. This position is a full-time at 40 hours per week. Responsibilities The purpose of this position is to help develop and manage the Medical Center Employee Education Program (MCEEP). The incumbent will aid the Chief, Employee Education Service in all aspects related to planning, contracting, and developing of the MCEEP. The major duties and responsibilities include but are not limited to: Assists other Education Staff in the development and implementation of the Education Model; Assesses, plans, and Implements and evaluates al aspects of the Education Model; Plans developmental courses on station or identifies courses off station that will meet training requirements; Analyzes organizational requirements associated with the Agency's mission and needs assessment results; Serves as a consultant to service/service lines with regard to implementation of the Education Model at each specific level; Applies adult learning theories and principles; Uses the computer (Word, Excel, PowerPoint, etc.) and other learning aids in daily practice; Plans, promotes and develops educational programs and projects; Uses evaluations and outcome measures lo evaluate education programs; Serves on committees and participates in the quality management program; Writes reports; and Performs other duties and responsibilities as assigned by supervisor. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or educations described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides advice and assistance in the implementation of health educational programs and projects; Writes course objectives, course content, and course evaluations; and Provides good customer service skills to new employees that meets their expectations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a degree that is included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR, Combination: Applicants may also combine education and experience to qualify at this level. Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in a above. You will be rated on the following Competencies for this position: Communication Customer Service Education and Training Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work may be sedentary while in the office, and non-sedentary when teaching and using medical media equipment. Physical effort is required to setup training areas, moving & arranging chairs and tables, transporting & carrying training equipment and materials (30 lbs).Some work may require walking in offices, hospitals, and similar areas. Work may also require walking and standing for extended periods of time in conjunction with travel to and attendance at meetings and conferences away from the worksite and presenting and conducting classes.
