What Success Looks Like In This Job

Lead initiatives and projects to implement new policies and regulations within the Community and Economic Development Department as a result of adopted subarea, station, neighborhood and/or comprehensive plans; coordinate assigned activities with other divisions, outside agencies, and the general public; provide highly responsible and complex staff assistance to the Development Services Manager, Community and Economic Development Director, Board of County Commissioners, Planning Commission, and the Board of Adjustment. This position will be a key player on the long-range planning team within the Development Services division of the Community and Economic Development Department.

Examples of Duties for Success

  • Leads initiatives and projects to implement new policies and regulations.

  • Collaborates with other departments, including Community Safety & Wellbeing, Parks & Open Space, County Attorney and Fleet & Facilities.

  • Tracks countywide metrics from the Comprehensive Plan and subarea plans to measure the success of implementation efforts.

  • Provides staff assistance to the Board of County Commissioners, Planning Commission, Board of Adjustment, Development Services Manager, and Community and Economic Development Director.

  • Researches, prepares and presents staff reports and other necessary correspondence; participates in meetings and hearings as a representative from the Community and Economic Development Department.

  • Assists with managing complex projects as assigned; negotiates with public or private entities; monitors and makes policy recommendations related to major regional projects.

  • Assists with difficult and sensitive citizen inquiries and complaints with respect to implementing the County‚Äôs Comprehensive Plan and subarea plans.

  • Prepares grant applications for funding special projects.

  • Assists with managing consultant projects; prepares requests for proposals and requests for qualifications, coordinates selection, and assists with project management.

  • Coordinates public participation on major projects; conducts outreach to encourage public participation. Prepares news releases and public information and facilitates public meetings.

  • Assists with preparation and maintenance of the county Comprehensive Plan and other subarea, station and/or neighborhood plans, including land use and development policies and land use designations.

  • Prepares studies of economic development opportunities, environmental conditions, demographic trends and projections, transportation issues, etc. for comprehensive planning and policy decisions.

  • Assists with attending applicable neighborhood group meetings regarding associated neighborhood plans.

  • Leads and/or assists with the preparation and maintenance of the County's Development Standards and Regulations.

  • Participates and/or coordinates with other jurisdictions and other entities on regional and/or joint planning and implementation projects.

  • Participates and coordinates with DRCOG and other regional agencies regarding future visioning.

  • Performs other related duties and responsibilities as required.

Qualifications for Success

  • Demonstrate and apply the operational characteristics, services, and activities of an urban and rural planning and development program.

  • Use basic organizational and management practices as applied to the analysis and evaluation programs, policies, and operational needs.

  • Demonstrate knowledge of planning theory, principles, and practices and apply them to a wide variety of projects.

  • Learn and maintain knowledge of pertinent Federal, State, and local laws, codes, and regulations.

  • Use methods and techniques of effective technical report preparation and presentation.

  • Apply quantitative and statistical analysis.

  • Ability to multitask and remain highly organized.

  • Keep abreast of recent developments, current literature, and sources of information as they relate to rural, urban, and regional planning and administration.

  • Assist in the coordination of the work of professional and technical personnel.

  • Recommend and implement goals, objectives, and practices for providing effective and efficient planning services.

  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

  • Research, analyze, and evaluate new service delivery methods, procedures, and techniques.

  • Identify, coordinate, and resolve a wide variety of interests in the development of land use policy.

  • Analyze and develop policies related to land and community development.

  • Interpret, apply, and ensure project compliance with Federal, State, and local rules, laws, and regulations.

  • Prepare and analyze technical and administrative reports, statements, and correspondence.

  • Coordinate inter-governmental planning activities and effectively represent the interests of the County.

  • Assist in the negotiation of agreements.

  • Prepare and present information at public hearings and meetings.

  • Accurately interpret "The Comprehensive Plan" and other adopted plans to the general public and developers.

  • Operate modern office equipment, including computer equipment. GIS experience is preferred.

  • Communicate clearly and concisely, both orally and in writing.

  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

  • Ability to work as part of a team to support both internal and external customers

More Qualifications for Success

  • Experience: Five (5) years of practical planning experience.

  • Education and Training:

  • A Bachelor's Degree in Urban Planning or a related field is required.

  • A Master's Degree with is preferred and may substitute for two (2) years of the required experience.

  • An AICP designation is preferred.

  • With demonstration of exceptional abilities, candidates without an AICP designation may qualify for this position.

  • License or Certificate:Possession of, or ability to obtain, a valid Colorado driver's license.

  • Background Check: Must pass a criminal background check.

  • Other: Night time meetings may be required.

Minimum Qualification Scoring:

  • Five years of practical planning experience and a Bachelor's Degree in Urban Planning or a related field

OR

  • Three years of practical planning experience and a Master's Degree

Special Requirements include the following essential duties, which require these physical abilities and work environment:

  • Ability to sit, stand, walk, kneel, crouch, squat, and stoop.

  • Ability to lift a minimum of 45 pounds.

  • Exposure to outdoor weather conditions occurs on the job.

    Weekly Hours - At least 40 hours
