Purpose of Position:
The Director of Project Proposals is responsible for turning ideas and concepts into executable investments. The Director leads a very senior team in preparing detailed scopes, execution strategies, schedules and CAPEX estimates for Messer’s investments.
This senior team supports Messer’s customer facing organizations (Business Development, Electronics Sales, etc) in turning the solution into easy-to-understand high quality proposals.
In additional to individual proposal efforts the department is charged with developing new product solutions to enable Messer to constantly improve our competitive position in the market,
The position and Department support all of Messer LLC’s business as well as internal needs for capital project in support of on-going Operations.
Principal Responsibilities:
Provide management direction for the Americas Project Proposal team.
Overall accountability for the delivery of high-quality proposals on a timely basis. Includes development of scope, schedule, estimate, execution strategy and front-end engineering (plot plan, single line) as well as interface with Legal and Communications for site selection and acquisition.
Oversee implementation and application of all required HR practices and processes in the department.
Ensure adequate, trained, manpower for required workload. Provide management direction and professional development for the department.
Creation and management of capabilities for estimation and pre-approval (FEL) definition of projects.
Interface with key stakeholders for project development (Business Development, Electronics, MPG countries, Product Management, Applications, FICO, etc).
Develop and maintain required relationships with technology suppliers (Messer SE, Cosmodyne, SIAD, Linde) and regularly explore and evaluate new possibilities. The Proposal Department is the first contact with plant suppliers on a given opportunity.
Ensure adequate alignment with Business Development. Operations (Production, Reliability, Distribution, etc) prior to Gate 3 submittal. Ensure execution strategy is aligned (PDES).
Provide technical write ups and customer support as requested from customer facing organizations.
Finalize commercial contracts (in cooperation with Project Execution and Procurement) with critical suppliers (MSE, Cosmodyne, etc) prior to project release to ensure timely implementation after release of projects.
Qualifications
15 years’ experience in the Industrial Gas industry. At least 5 of those supporting development activities or capital projects.
Bachelor’s degree in chemical engineering or mechanical engineering (or equivalent) required. Graduate Degree a plus.
