Job/Position DescriptionDirector of Food Services The Director of Food Services performs advanced administrative work and complex (journey level) managerial work related to the operation of a health facilityand#146;s food service. Work involves establishing program goals and objectives; developing program/departmental guidelines, procedures and policies in full compliance with Federal and State rules and regulations related to the environment and food prepared/served to persons residing in an Intermediate Care Facility for Individuals with Intellectual Disabilities. (ICF-IID); developing staffing and work schedules, priorities, and standards for achieving program goals; evaluating employee and department activities; developing budget requests; developing specifications for food products and equipment following established rules/procedures for competitive bidding; and supervising the work of others. The Director of Food Services is financially responsible for items purchased with state issued procurement cards and is accountable for tools and equipment assigned to Food Service. Works under moderate supervision, with limited latitude for the use of initiative and independent judgement. Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours to meet mission goals. The Director of Food Services reports to the Director of Support Services. Essential Job FunctionsAttends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned. Serves as chief personnel officer for Food Services staff including, but not limited to, direct supervision of the assistant managers in Food Service, clerical support staff, and subgroups of employees within the department. Responsible for the scheduling of department staff and resources to produce three meals/day 365 days/year. Working through campus Job Recruitment Coordinators, prepares and posts requisitions for all job openings, schedules interviews, and assures selection of qualified candidates in a timely manner. Working through campus Work Schedule Administrators prepares and implements all HR required forms and procedures related to personnel time and leave management for department. Working with HHSC-Human Resource staff and HHSC Legal division prepares and implements all Positive Performance Plans, Disciplinary Notes, and other disciplinary action documentation for department employees. Demonstrates initiative and competence in addressing personnel performance issues utilizing CAPPS software. Assures all state policies and procedures are followed within the department in procuring goods and services related to Food Service including, but not limited to, adherence to procurement card policies/procedures, developing specifications and securing appropriate approvals for requisitions and purchase orders, serving as primary contact for all competitive bid processes, and adherence to state menu cycle unless properly amended. Assures all necessary supplies and equipment for Food Service are ordered and received in a timely manner. Collaborates with Clinical Dietitians (R.D.) to meet nutritional needs of residents on modified diets, including texture modifications.
