BRENHAM - CITY OF Assistant City Manager in BRENHAM, Texas

Summary

Under the general direction of the City Manager, the Assistant City Manager serves as a member of the Leadership Team advising the City Manager in carrying out strategic goals and initiatives of the City by providing leadership and oversight.

Oversees the operations of Marketing/Communications, Development Services, Engineering, Municipal Airport, Public Works, and Tourism departments, including responsibility for the departmental budget process, supervising personnel, and continuous improvement of operations.

The Assistant City Manager serves as a representative of the City of Brenham and responds to public inquiries and complaints.

This position works closely with their department personnel to provide a high level of transparency between the divisions and the City Manager.

Essential Duties and Responsibilities

Oversees Airport Manager, Marketing/Communications Manager, Director of Development Services, Director of Engineering, Director of Public Works, and Director of Tourism, including supervision of department personnel of assigned departments, including assigning and reviewing work, conducting performance reviews, hiring, promoting, disciplining, and dismissing employees.

Administers the effective and efficient planning, implementation, coordination, and management of services provided to the citizens of the City of Brenham, including policies, procedures, and long-range goals, regulations and practices for compliance with federal, state and local regulations.

Performs financial tasks, including budgeting and approval of purchases of materials, supplies, and equipment.

Responsible for preparation, presentation, and administration of an annual budget, including submitting budget recommendations and their justification to the council for review.

Acts on behalf of the City Manager when assigned, and assists the City Manager with complex strategic and operational functions and activities.

Initiate and conduct studies to forecast future needs, including facility and capital expenditures, and utilize the information to recommend needed changes;

Analyzes and administers rate schedules for services;

Reviews projects in progress and upon completion, including planning and organizing improvements or necessary changes;

Develops and maintains open communication and an effective working relationship with the City Manager, City Council, advisory boards, department directors, City employees, residents, other municipal officials, civic associations, county and state officials, and others in a professional manner both verbally and in writing;

Responsible for keeping the City Manager and City Council informed on pertinent matters in their areas of operation;

Functions with a high level of independence and initiative;

Responds to and resolves difficult and sensitive citizen inquires and complaints;

Responsible for the development of long-term strategic planning and budgeting, including the preparation of 5-year Capital Improvement Plans (CIP) and budgets; and

Represents the City at public events, meetings, and conferences.
